Oversees the work of employees and / or contract personnel engaged in the operation, construction, testing, planned program maintenance, and / or reactive maintenance of the electric subtransmission and distribution system. Manages operational, capital, new business, and maintenance projects to ensure that projects are completed on schedule and within budget. Establishes close liaisons with others involved in electric system construction, operations, and maintenance work to assure coordination of work efforts and integrity of the electric system. Inspects projects in advance to determine crew sizes, vehicle and equipment requirements to ensure jobs are performed safely and efficiently. Recommends changes to design and / or man - hour estimates when appropriate. Assigns company and contractor crews to specific jobs to achieve the most effective and economical combination for assigned jobs. Makes frequent field checks to monitor and track the progress of field operations, capital and maintenance projects. Directs complex planned off-hour jobs as well as emergency call-in jobs and storm operations. Plans necessary system outages in cooperation with other Company personnel ensuring all safety precautions. Prepares work schedules, vacation schedules, and vehicle assignments. Keeps abreast of OSHA, MOSHA, DOT, and EPA regulations. Assures adherence to safety, security, fire, and tagging procedures. Performs periodic audits and inspections of vehicles, tools, equipment, and storeroom stock.

Note: Is required to work during emergencies to resolve significant operating problems, including storm restoration and other system emergencies.

LEADERSHIP DUTIES
Performs leadership duties of a first-line supervisor to make optimum utilization of employees, equipment, and material. Coordinates work between organizational segments.
Communicates Company policies and practices. Promotes two-way communications with employees and resolves employee concerns using appropriate Corporate resources, if necessary.
Enforces accident prevention and occupational health work procedures and regulations. Ensures safekeeping of materials, tools, and equipment.
Assigns work. Ensures appropriate training for subordinates is accomplished. Explains work procedures and solves work problems. Familiarizes employees with Company policies and procedures. Authorizes overtime. Controls quality, quantity and promptness of work performed as measured against accepted standards. Administers disciplinary measures.
Recommends improvements and modifications in organization, complement, procedures, policies, standards, specifications, methods, processes, and equipment within area of supervision.
Contributes to administration of pay program(s) within area of supervision in accordance with department guidelines.
Conducts and completes fair and accurate Performance Appraisals at regularly scheduled times to identify subordinate strengths and weaknesses and discuss career goals. Provides accurate, timely and constructive performance feedback in order to help others improve and succeed. Seeks opportunities to provide appropriate recognition. Conducts coaching in a positive and productive manner.
Counsels employees concerning work problems and productivity.
Prepares and monitors budget or provides budget information.
Assumes responsibility for the proper application of established employee policies.
Recommends hiring and promotions.

Position Requirements

Required:
Bachelor’s Degree in Business, Construction Management, Engineering or related area OR the equivalent combination of formal education, training and/or experience.
Experience demonstrating skill performing and/or leading electrical distribution work.
Experience demonstrating skill reading and interpreting electrical construction drawings and symbols (for example, feeder maps, primary/secondary maps, one-line drawings).
Experience demonstrating skill ensuring safe and quality work practices are followed and a safe environment is maintained according to federal, state, local and company regulations (for example, NESC, OSHA/MOSH, Department of Transportation Regulations, EPA regulations).
Experience demonstrating skill using resources efficiently and ensuring objectives and goals are met.
Experience demonstrating skill resolving various types of customer issues and complaints.
Ability and willingness to work different shifts, extended hours, to be on-call as required and act as on-call supervisor when needed.
Ability and willingness to travel to various work sites and PHI locations.
Ability and willingness to wear and use safety equipment as required by Federal, State, Local and Company regulations.
Ability and willingness to work in a variety of work environments including all weather conditions, in confined spaces or enclosed vessels, on and around energized equipment, and in dirty environments.
Ability and willingness to perform a second role in accordance with PHI's Emergency Preparedness Guidelines for all employees.
Must possess a valid driver's license.
Must possess a CDL or ability and willingness to obtain a CDL as required.
Must successfully pass the First Line Supervisory Assessment.
Must successfully pass Criminal History Records Check.
Must successfully pass a medical screening to include a drug test

This position is a NERC Regulated position. As such, a background check will be conducted on incumbent every seven years. Additionally, the incumbent will be required to complete annual NERC compliance training.

Preferred:
Supervisory experience to include any of the following: developing employees, coaching, holding employees accountable, and managing performance.
Experience demonstrating skill developing and/or monitoring budgets.
Experience demonstrating skill identifying and implementing process improvements.
Experience demonstrating skill administering labor agreements and/or working in a labor union environment.
Experience demonstrating skill using PC-based word processing, spreadsheet and/or e-mail software.
Experience demonstrating skill using Company computer systems (for example, SAP, Advantex, OMS, WMIS, GIS, and mobile computer systems).
