GRANT FUNDED POSITION THROUGH AUGUST 31, 2014 WITH THE POSSIBILTY OF AN EXTENSION

The New York City Office of Emergency Management (NYC OEM) is looking for an innovative person with a background in operations research, supply chain management, warehouse management, humanitarian relief operations, resource tracking/technology, and/or other sectors of the logistics industry that would be able to contribute to NYC OEM’s disaster planning efforts. This position differs from the industry norm because the customers, sources of supply, and destinations can vary considerably depending on the emergency. From supporting disaster victims who need life sustaining supplies to assisting City agencies attempting to restore critical operations.

Under the supervision of the Director of Logistics, with wide latitude for independent initiative and judgment, the Logistics Coordinator/NYC Tracker Program Manager will develop plans to bring equipment and supplies into the City before, during, or after a disaster in support of agency response operations or public recovery efforts, to include real-time tracking methodologies. The Logistics Coordinator will work closely with other units within OEM, the Department of Information Technology and Telecommunications (DOITT), as well as City, State, Federal, and non-governmental agency partners to develop these resource tracking methodologies, and will continue to improve upon, existing logistics plans that support emergency response operations. The selected candidate will accomplish the following tasks:
• Manage all facets of the NYCTracker Program, including: contracts, planning documents, and resource tracking methodologies.
• Coordinate with the Support Services Unit to develop and implement a world-class inventory control system for the agency.
• Integrate multi-agency equipment and assets into the NYCTracker Program via the Citywide Logistics Committee (CLC) partner agencies.
• Use spreadsheets and other software/hardware to develop asset packages and a resource/equipment tracking program for normal and emergency operations.
• Develop, scope, evaluate, and establish contracts to support NYCTracker operations.
• Work with the Citywide Asset and Logistics Management System (CALMS) Program Manager to integrate information on available equipment, supplies, facilities, etc. into the CALMS system.
• Build partnerships with other emergency management professionals, especially in the areas of logistics planning.
• Participate as a member of the Citywide Logistics Committee (CLC) and NYC UAWG Logistics Committee, and provide input to the larger logistics programmatic development within the City and the region.
• Assist with Ready New York Presentations to external groups.
• Other special projects as assigned by the Director of Logistics.
The selected candidate will staff the City's Emergency Operations Center (EOC) during emergency activations, and work during non-business hours during emergencies. The selected candidate will also participate in drills and exercises.
Minimum Qual Requirements
1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a state’s
department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
Preferred Skills
• Experience in operations research, supply chain management, warehouse management, or humanitarian relief operations.
• Experience developing a time-phased supply chain.
• Experience working with private and public sector clients.
• Experience managing multiple projects in a high pressure work environment.
• Experience in general warehouse management.
• Experience in managing vendors and/or third-party logistics providers (3PL).
• Training in concepts of the Incident Command System (ICS) (100, 200, 300, 700, 800 levels preferred).
• Superior written and oral communications skills.
• Passenger car driver license and the ability to drive to off-site locations when requested; Commercial driver license (CDL) a plus.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
