The Office of Communications (OC) provides leadership, expertise, management and coordination to develop successful communication strategies and products that advance the mission of the Department of Agriculture (USDA) and priorities of the Government, while serving and engaging the public in open, transparent, collaborative, fair, and easily accessible manner.
The Web Communications Division (WCD) provides effective Web communication solutions and services using all types of media responsive to customer needs and delivers relevant, accurate and accessible content. Digital communication must continually evolve to meet the demands of stakeholders, and WCD strives to use available data, technology and expertise to most effectively and efficiently disseminate information through an integrated platform including the USDA and agency websites, e-mail distribution services, mobile tools and social media channels.

The incumbent measures, analyzes and reports on the effectiveness of USDA's public-facing websites and other digital information services using website analytics tools, e-mail subscription and distribution data, social media accounts, and other digital services.
Create reports assessing the effectiveness of USDA digital information services, including the Department's public-facing websites, social media and other digital information services, illustrating impact and trends of customer interactions, digital information delivery and social media activities.
Provides recommendations to improve content delivered through USDA.gov and agency public websites, social media channels and other supporting digital communication activities.
Coordinate public-facing website analytics and search optimization activities across the Department and its agencies.
Support core Web content management needs for USDA.gov and associated projects, which may include content authoring, web publishing or review of digital information.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
GS-9: Applicant must have at least 1 year of specialized experience equivalent to the GS-7 grade level in the Federal Service OR Master's degree or equivalent graduate degree OR 2 full years of progressively higher graduate education leading to a Master's degree or equivalent graduate degree. Specialized experience is experience utilizing public-facing website traffic and use analytics tools (i.e. Google Analytics), Web content management systems, and search engine optimization in support of public facing websites. The incumbent will inform the Department's public facing digital communication activities for USDA.gov, social media outreach and other digital communication activities.

Applications will be evaluated in accordance with Office of Personnel Management’s (OPM) Delegated Examining Procedures using category rating. Qualified applicants will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Ability to work with multiple agencies and coordinate analytics activities, and to understand the unique needs and preferences of customers accessing information through public websites or social media channels.
