The position is located in Washington, DC in the Office of Environmental Markets
(OEM) within the Office of the Chief Economist (OCE). The incumbent is a Program Analyst and provides assistance to senior staff on research and analysis related to ecosystem services and environmental markets.
The incumbent reports directly to the Director of the OEM. Incumbent independently plans and executes assignments, selects appropriate techniques and methodology, and determines approach to be taken. Incumbent resolves most problems that arise, keeping the Director informed of progress, potentially controversial problems, or other matters having far-reaching implications. Incumbents work and decisions are accepted by the Director and staff as technically accurate and are subject to review only for compatibility with organizational goals and effectiveness in
achieving intended objectives.

The incumbent prepares papers and presentations on best practices and issues related to the effectiveness of markets. Locates and organizes information from articles and publications obtained through searches of the reference collections and data bases of Congressional Research Service, the Library, or other institutions.
Assists in conducting workshops and meetings concerning vital ecosystem services and the development of emerging markets for these services. Assists in testing applications and methodologies for ecosystem services.
Develops blogs and other social media highlighting emerging market related publications and events suitable for posting on OEM homepage. Routinely reviews OEM website, updates web material as appropriate and is responsible for general website maintenance.
Works with internal and external partners on assignments related to environmental
Performs other duties as assigned.
For the GS-11 level: Applicants must have one year of specialized experience equivalent to the GS-09 level in Federal service that demonstrates: knowledge of staffing and recruitment laws, and experience using automated staffing software sufficient to evaluate and recommend system enhancements or upgrades. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree. Equivalent combinations of education and experience are qualifying for this grade level. For this position specialized experience is experience that requires training in environmental and resource economics, policy analysis, and environmental communications with experience in efforts to support environmental markets for agriculture.

The successful candidate for this position will possess the following KSAs/competencies:
Knowledge ofthe mission, major issues, program goals and objectives of OEM in order research and provide recommendations to program managers and policy officials.
Comprehensive knowledge of ecosystem services functions, environmental markets, and related legal and scientific issues in order to develop briefing materials, and to provide information to outside contacts and OCE leadership on key issues and problems.
Skill in applying analytical and evaluative methods to issues or special projects. Ability to carry out effective interpersonal relationships within and out ide OEM.
Skill in oral and written communication, including a highly developed sense of tact and diplomacy for dealing with individuals with opposing viewpoints to sensitive issues.
