About the Position:
Positions filled from this vacancy announcement are part of Department of Army's Civilian Management Training Program. Upon completion of this program, incumbents will be performing in mid-level managerial positions in a civilian capacity with the Department of Army.
This is a Career Program (CP) #12 position.
If selected for this position, a signed mobility agreement is a condition of employment. This agreement states that in order to be placed in the intern program, or upon graduation from the intern program, you may be assigned to any location, within the Department of Army and that you will move to the new duty location. Failure to relocate can be used as the basis for non-selection. Failure to relocate after appointment can be the basis for your removal from Federal service.
The applicant selected for this vacancy must attend a fifteen (15) week formal classroom assignment at Ft. Rucker, Alabama. The incumbent will report to Washington, DC prior to the training and then return again after the 15 weeks of training. The date of the training will be made known to the selectee after they come on board. Business travel expenses will be provided to the selectee attending the training.
Regular and recurring survey work exposes the incumbent to operating machines/equipment, hazardous materials, high noise levels, dust and fumes. Protective clothing and equipment may be necessary.
The work requires regular and recurring physical exertion related to frequent inspections and surveys of work spaces and operations. Inspections require a significant amount of walking, standing, bending, crouching, climbing, stretching, or similar movements to inspect work spaces or construction projects. Incumbent may be required to lift moderately heavy objects.

Department of the Army Recent Graduates Program Eligibles

Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

These positions are part of Department of Army's Civilian Management Training Program. Incumbent will receive rotational assignments and formal classroom training to refine skills in evaluating proposed designs, methods, and procedures for technical conformance with engineering criteria. Such work might include identifying and analyzing hazardous conditions and practices, conducting accident investigations involving safety issues, conducting safety inspections of facilities and equipment, reviewing design specifications for construction, designing machine guards for industrial equipment, or evaluating plans and specifications for installation of a heating or ventilation system.
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1) Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2) Written Test -- Evidence of having succesfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.
Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
3) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
4) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
ADDITIONAL EXPERIENCE AND/OR EDUCATION REQUIREMENTS FOR GS-7 LEVEL:
In addition to the basic entry qualification requirements above, applicants must have one of the following:
A. One year of professional Safety Engineering experience comparable in difficulty and responsibility to GS-5 level work in the Federal service. Professional Safety engineering experience is defined as experience that demonstrates knowledge of mathematical, physical, and engineering sciences applicable to Safety engineering and the demonstrated ability to a) apply fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; (b) adapt and apply methods and techniques of related scientific disciplines; and (c) organize, analyze, interpret, and evaluate scientific data in the solution of Safety engineering problems. Experience may have included assisting in the identification or analysis of hazardous conditions; assisting in the evaluation of safety features or controls compensating for the possibility of human errors in the operation of machinery and equipment; assisting in accident investigations involving safety issues; assisting in safety inspections of facilities or equipment; assisting in the design of machine guards for industrial equipment; assisting in the review of design specifications for construction; or assisting in the evaluation of plans and specificiations for installation of a heating or ventilation system.
B. One full year of graduate level study, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a related field. Unless defined differently by the university, one full year of graduate level study equates to 18 semester hours or 27 quarter hours.
C. Superior academic achievement. To qualify for superior academic achievement, you must have one of the following:
(1) A standing in the upper third of your college class or major subdivision (e.g. school of engineering) at the time you apply.
(2) A grade point average of B (2.95 on a 4.0 scale) or its equivalent for all courses completed; (a) at the time of application; or (b) during the last 2 years of your undergraduate curriculum.
(3) (a) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, either: (a) at the time of application; or (b) during the last 2 years of your undergraduate curriculum.
(4) Election to membership in one of the national honorary scholastic societies (other than freshman societies) that meets the requirements of the Association of College Honor Society.
NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim for Superior Academic Achievement must be based on class standing or membership in an Honor Society.
D. APPLICANTS COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements.
If you have some but not all of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you do have. To do so, convert each to a percentage and then add the percentages, the sum of which must equal at least 100%. For example, an applicant who has 6 months of professional experience (50% of the experience requirement) and at least 9 semester hours of creditable graduate work (50% of the education required) could satisfy the qualifications requirements at the GS-7 level.
Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. You must include documentation to support U.S. equivalency.
