This Human Resource Generalist position is responsible for conducting programs concerning recruitment and selection, compensation and benefits administration, employee relations, training and development, workers' compensation and disability programs and personnel records management.
Selected individual is responsible for maintaining the on-line Recruitment Management System (RMS) and assists in the recruitment process for the Department of Veterans Services central office. He/she will assist in coordinating employee benefits to include: benefit inquiries, enrollment and administration. He/she will assist in coordinating wage surveys and conducts special studies as directed. The Human Resources Generalist assists managers and directors in the development of Employee Work Profiles and general performance management inquires. He/she assists with personnel training including New Employee Orientation and various staff development activities. He/she may also consult with agency management on policy interpretation, disciplinary issues and conflict resolution.
Minimum Qualifications
Sufficient experience to perform the position at a satisfactory level required.
Knowledge of human resources and management principles; principles of wage analysis and job analysis; Federal and Virginia employment related laws and regulations; selection procedures; training and development concepts; survey and statistical analysis concepts; benefits administration; employee relations and occupational safety. Knowledge of computerized Human Resources applications, database management and the demonstrated ability to use personal computers. Demonstrated ability to analyze data and reach conclusions which are logical and legally supportable.
Applicant must communicate effectively, both orally and in writing, in both individual sessions and in group training sessions; ability to relate to management and staff with varying skills, abilities, and needs; ability to establish positive and effective relationships with colleagues, both inside and outside of the agency; ability to listen well, adapt quickly to change, be innovative and non-judgmental. Ability to work independently, meet deadlines; demonstrate assertiveness and initiative. Demonstrate skills in time management, organizational skills, prioritization, and record keeping.
Preferred Qualifications
Bachelor's degree in Human Resources preferred.
Two years experience as a generalist preferred.
Professional in Human Resource (PHR) certification preferred.
After initial screening, preference given to veterans who meet the minimum requirements for the position.
