I. GENERAL

The Protestant Religious Education Coordinator (hereafter called “The Contractor”) will oversee coordination and execution of the day-to-day work of the Protestant Religious Education (RE) program; coordinate and supervise all RE activities/events; chair committees related to RE; maintain regular office hours; maintain proficiency through attendance at workshops, conferences and other training opportunities; advise the Assigned Faith Group Chaplain; provide the base chapel an invoice for services rendered.

II. QUALIFICATIONS

1. Must have experience teaching and participating in Sunday School and Vacation Bible School (VBS)

2. Must possess the administration and computer skills necessary to accomplish the duties stated in the Performance Work Statement. At a minimum, the Contractor must have basic knowledge of word processing, spreadsheets, and PowerPoint (or equivalent) computer applications.

3. All individuals performing services under this contract must have access to Andersen AFB.

1. Must have experience teaching and participating in Sunday School and Vacation Bible School (VBS)
a. Candidate must submit documentation detailing their experience teaching and participating in Sunday School and Vacation Bible School, the dates of experience, and a point of contact (reference), including contact details, of their supervisor who can verify their experience.
b. To determine acceptability under this subfactor, the Contracting Officer or his representative may contact the references provided to verify the candidate’s experience.

2. Must possess the administration and computer skills necessary to accomplish the duties stated in the Performance Work Statement. At a minimum, the Contractor must have basic knowledge of word processing, spreadsheets, and PowerPoint (or equivalent) computer applications.
a. Candidate must submit documentation detailing all training or education in basic computer skills, and the tasks performed at current or previous jobs that required the use of word processing, spreadsheets, and PowerPoint-type applications.
b. To be determined acceptable under this subfactor, the candidate’s training, education, or work experience must demonstrate a basic knowledge of the computer applications described above.

IV. SPECIFIC RESPONSIBILITIES

1. Coordinate and execute day to day work of the RE program within a pluralistic environment respecting all faiths.
(a) Coordinate and execute the day-to-day work of the RE program. In close coordination with the Assigned Faith Group Chaplain, implement a quality, comprehensive RE program for pre-school through adult.
(b) Coordinate with the Assigned Faith Group Chaplain in planning, prioritizing, and other decision making processes affecting the RE program.
(c) Recruit, select, train, motivate and place volunteers in the RE program.
(d) Maintain classrooms, cabinets, and storage areas containing Protestant RE supplies/equipment/literature.
(e) Monitor all RE equipment and report missing or broken equipment to Assigned Faith Group Chaplain.
(f) Submit facility requests, funds requests and provide a hand receipt for equipment borrow in accordance with 36 WG/HC procedures specified on each of the requests or hand receipt.
(g) Draft, design, and finalize publicity and submit for publication to the Assigned Faith Group Chaplain.
(h) Prepare monthly RE numbers for the Assigned Faith Group Chaplain to submit on the monthly 1270 document required by PACAF/HC.
(i) Ensure preparation of cards, certificates, awards and presentations for students and staff.
(j) Maintain a continuity file of significant events and operation procedures.
(k) Maintain RE Library.
(l) Coordinate outreach to newcomers from Sunday worship welcome cards
(m) Maintain database for Protestant community
(n) Prepare and administer surveys to solicit feedback for quality review of RE program at least quarterly during this contract period.
(o) Maintain RE enrollment and attendance records using prescribed forms and submit to Assigned Faith Group Chaplain or as required.
(p) Attend weekly staff meetings, monthly PAC meetings and other meetings as directed by the Assigned Faith Group Chaplain.
(q) Maintain a professional, courteous relationship with Chaplain Corps staff, other contractors, volunteers and other military and civilian agencies.
(r) Comply with all Air Force computer and information security agreements.

2. Coordinate and monitor all Religious Education (RE) activities/events as needed:
(a) Coordinate and supervise the following RE activities Sunday School (Sep-May), weekday Bible Studies and Vacation Bible School (July–August), Children’s Church, Baby Praise, Children’s Program & Protestant Women of the Chapel, AWANA. Assist other RE activities/or chapel events as directed by the Assigned Faith Group Chaplain. Record data as required and report data to Assigned Faith Group Chaplain.
(b) Provide for teacher training sessions and other RE staff meetings as needed.
(c) Be present and provide input for chapel goal setting, planning and evaluation sessions.
(d) Be able to work with the Catholic RE coordinator on any ecumenical projects deemed appropriate by the Wing Chaplain.

3. Relate to committees associated with Religious Education:
(a) Assist Assigned Faith Group Chaplain in leadership of RE Committee.
(b) Relate to committees appointed by the Protestant Parish Council related to RE issues.
(c) Coordinate with Assigned Faith Group Chaplain in hosting Religious Education conferences provided by PACAF or directed by the Wing Chaplain.

4. Duty Arrangements:
(a) Maintain duty hours as coordinated by the Assigned Faith Group Chaplain not less than 2 days per week not to exceed 1040 units per year.
(b) Attendance at meetings during Office duty hours as directed by the Assigned Faith Group Chaplain is required. Meeting attendance during these hours is to be billed as Office Duty Hours.
(c) Other meetings and/or special activities or studies outside of normal Office Duty Hours may be required as scheduled by the Assigned Faith Group Chaplain.

5. Maintain proficiency through attendance at workshops, conferences, and other training opportunities:
(a) Attend the annual RE conference presented by Department of Defense, subject to availability of funds.
(b) Attend local training conferences and workshop opportunities.

6. Advise the Assigned Faith Group Chaplain on:
(a) Selection of RE curriculum.
(b) Purchase of supplemental materials.
(c) Annual budget required for RE programs.

7. Keys/Combinations: Contractor shall establish and implement methods of making sure all keys / combinations issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government. The contractor shall immediately report to the Contracting Officer or Chapel NCOIC any occurrences of lost or duplicated keys. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Coordinator. In the event a master key is lost or duplicated, the Government shall replace all locks and keys for that system, and the total cost deducted from the monthly payment due the contractor.
8. Care of Facility:
(a) Follow building manager security program. Open and secure the chapel building and other facilities used for RE activities as necessary after hours or when Chaplain Assistant is not available.
(b) Set-up and tear down of facility (i.e., returning tables and chairs to original location, storing TV's in their secure locations). Ensure books and materials are properly stored and classrooms are free of loose materials and debris after use. Coordinator may recruit volunteers from congregation to perform set-up and tear down tasks.
