NATIONAL GUARD MEMBERSHIP IS NOT REQUIRED

This position is for a National Guard Non-Dual status (NDS) technician only. The position meets the criteria of the NDS Management plan as follows: The position resides within the infrastructure and supports functions of the state National Guard; the incumbent is not subject to mobilization nor is the work described part of the military mission and the incumbent does not perform a key advisory or essential administration role that is inherently military. For this reason, veterans' preference is not used for hiring and retention. This position is located in the Human Resources Office. The primary purpose of the position is to provide limited technical assistance and clerical support to Human Resources Specialists within the office and to managers, supervisors and technicians of the serviced organizations on human resources matters. The incumbent performs work in two or more human resources specialties (i.e. employee relations, employee benefits, recruitment and placement, classification, and/or compensation) in the accomplishment of a comprehensive human resources management program. The incumbent will accomplish work through the use of an automated system.

DUTIES:
The incumbent will:
Verify information and requests for personnel actions to ensure accuracy and completeness.

Identify positions for periodic reviews and maintain appropriate PDs, organizational files, classifications standards, etc.

Research and produce new information for position descriptions.

Analyze and resolve pay and HR issues such as actions resulting in the cancellation of interim HR actions and the correcting of HR and pay records.

Analyze the interrelationships and impact of various human resources actions on technician human resources.

Explain eligibility requirements for retirement, leave, health benefits, and life insurance.

Maintain records, files, and statistical data necessary to ensure a viable program.

QUALIFICATIONS REQUIRED:

MINIMUM QUALIFICATIONS

In order to qualify for this position, you must meet minimum qualification requirements as described below.

Specialized Experience: One year of specialized experience at equivalent to the GS-05 level in the Federal service performing the following duties:

utilizing an automated personnel system to initiate actions and correct human resources problems;

providing technical assistance relating to various areas of human resources (i.e. employee relations, employee benefits, recruitment and placement, classification, or compensation programs);

reviewing HR actions to identify problems and initiate corrective action; and

providing guidance to management and employees on HR matters to include resolving minor employee problems.
