Directed Energy Directorate:
The Air Force Research Laboratory’s Directed Energy Directorate develops high-energy lasers, high-power microwaves, and other directed energy technologies for the United States Air Force and the Department of Defense. The Directorate is also involved with advanced optics and imaging technologies to improve the nation’s ability to precisely project these directed energies at the speed of light anywhere, at any time and with graduated intensity.

The island of Maui, Hawaii which encompasses several locations dispersed on the Island of Maui, Hawaii including, Maui Space Surveillance Complex (MSSC) atop the 10,000ft Mt Haleakala summit and business office’s in the Premier Place commercial office building in the city of Kihei.

DUTIES:
Serves as the facility operations specialist responsible for a research and development facility characterized by equipment and facilities with complicated technical requirements that have no clear precedent or plan. Plans and coordinates all work requirements and complex projects to maintain research and development buildings. Oversees facility management resources including personnel, service contracts, financial programs, space utilization, and information resources. Implements and evaluates programs to manage research and development safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste. Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work.

QUALIFICATIONS REQUIRED:
MINIMUM QUALIFICATIONS

A Degree in engineering, industrial arts, property management, or business administration appropriate to the position to be filled. (You MUST submit copies of college transcripts for verification).

OR

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade level or pay band equivalent. Examples of specialized experience include: knowledge of engineering principles for architectural, civil, structural, mechanical, electrical, design layout and construction, installation, operation and maintenance of large cooling, heating, environmental, lightning protection, fire detection, fire suppression, systems.

OR

A combination of education and specialized experience may be qualifying.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
1. Knowledge of common facility repair operations to include 1) asbestos mitigation and abatement 2) welding practices 3) parts fabrication (machine shop operations) and 4) applicable safety and environment regulations.

2. Knowledge of AF Research Laboratories (AFRL) operations in general and specific knowledge of directed energy laboratory technologies, hazards, operations, and policies.

3. Knowledge of construction techniques to include 1) comprehensive knowledge needed to evaluate and solve construction related problems and provide on-site decision capablities, 2) knowledge and ability to review and correct drawing/blue prints 3) knowldege of contracting rules and regulations required to perform construction quality assurance and 4) negotiate/issue change order processes.

4. Knowledge of government contractual processes, procedures, and technical requirements.

5. Knowledge of utility distribution systems to include 1) electrical 2) plumbing 3) telephones 4) HVAC and 5) physical security systems

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
