NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. This position is located in the Quality Assurance function in the Army National Guard (ARNG) Army Aviation Support Facility (AASF). The AASF provides flight, and flight training operations, Aviation Unit Maintenance (AVUM), Aviation Intermediate Maintenance (AVIM), and aviation maintenance training for support units. The purpose of this position is to establish, develop, and implement the AASF quality assurance and reliability programs. Serves as the Quality Assurance Representative for the AASF .

DEFINITION OF AREA(S) OF CONSIDERATION:

DUTIES: PLANS:

-- Develops the AASF Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards. Reviews Army material maintenance policies and operational procedures. Assesses quality assurance programs of other Department of Defense (DOD) services, and analyzes commercial maintenance practices to establish a comprehensive Quality Program (QP) for the AASF.

-- Develops quality assessment plans to evaluate and improve quality of maintenance projection and work processes. Assessments include reviews of management and organization; quality systems; personnel qualification and training; supply procedures; facilities; tools and test equipment; maintenance documentation; operational and training requirements, and equipment failures. Conducts evaluations to identify strength program areas, failure trends, faults in methods and procedures, and other deviations from quality standards.

SERVICES:

-- Serves as quality assurance authority in the AASF. Acts as a consultant to higher-ranking personnel on quality assurance/verification matters. Provides the Logistics management Officer/Supply Maintenance Test Pilot and maintenance supervisors with definitive technical information and advice on maintenance procedures and techniques. Resolves technical problems in support of the quality assurance program.

-- Maintains the AASF master library. Manages technical publications accounts. Ensures that appropriate directives and operating instructions are current and complete. Reviews incoming publications to determine their applicability. Provides technical guidance and expertise in interpretation of technical manuals (TM), and acts as the authoritative reference on quality methods, techniques, and procedures. Resolves conflicts in the interpretation of published data.

-- Monitors the AASF publication improvement system to include the recommended changes to publications and blank forms (DD Form 2028) and material deficiency, and Quality Deficiency Report (QDR). Provides findings and recommendations based on experience and technical judgment.

ASSESSMENTS:

-- Performs command directed quality inspections and special inspections for all aspects of aircraft and associated equipment. Insures that compliance inspections are performed in accordance with standards. Records discrepancies, provides definitive corrective recommendations, and reviews adequacy of corrective action taken. Reviews findings to determine adequacy of maintenance documentation.

-- Performs inspections of maintenance shops for safety and condition of equipment. Monitors calibration of shops and test equipment to ensure serviceability. Certifies and maintains files of personnel authorized to perform quality inspections.

IMPROVEMENTS:

-- Conducts formal training of quality assurance and quality compliance principles, procedure, techniques, and skills. Provides initial training for the certification of status symbol clearing authority. Provides refresher training for the maintenance of AASF quality standards.

QUALIFICATIONS REQUIRED: QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.

*CREDITING EXPERIENCE: NATIONAL GUARD SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION. EXPERIENCE MUST BE DIRECTLY RELATED TO THE POSITION AND MUST BE DESCRIBED IN THE WORK EXPERIENCE SECTION OF THE APPLICATION AND/OR RESUME. THE LEVEL OF EXPERIENCE IS DETERMINED BY THE ACTUAL DUTIES AND RESPONSIBILITIES PERFORMED. BE DESCRIPTIVE, A SIMPLE LIST OF JOB TITLES AND DATES WILL NOT SUFFICE.

GENERAL EXPERIENCE: Experience, education or training involving planning, developing or administering quality assurance programs (i.e., support the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contributed to defective items). Experience using computer and automation systems. Experience which demonstrated the skill to present technical information verbally or in written form. Skill to collect and analyze data. Skill to apply guideline material by reading and interpreting technical material, and skill in dealing with others in a work relationship.

SPECIALIZED EXPERIENCE: Must possess at least 24 months of specialized experience, education, or training involving principles, techniques and accepted practices and quality assurance work (i.e. the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. Experience that has provided well grounded practice and theory in the area of specialization (i.e., electronics, ammunition, aircraft, etc.) with enough experience to operate in any job that is commonly done using this experience on the basis of judgment and initiative, without need for special advice. Experience which required significant and concrete work accomplishment (i.e., special projects, working groups, or detailing assignments); and involving interpersonal contacts in a quality assurance or related field.

KSA'S:

1. Knowledge of quality assurance procedures and methods, and the sources of pertinent regulatory and guideline material related to the functional activity supported by the quality assurance program.

2. Knowledge of pertinent characteristics, test and inspection techniques, the techniques for assessing operations of processes to detect unsatisfactory conditions.

3. Skill in developing data sources, recognizing discrepancies, detecting trends, investigating to developing additional or corroborative information, and preparing documented technical reports of findings.

4. Skill in interpreting, and explaining a variety of technical requirements and in making independent judgment concerning such things as the extent to which procedures conform to requirements, or the procedures are effective in controlling quality.

NOTE: REGARDING QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignment must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been directly related such as production management, business management, statistics, industrial technology, engineering, or a discipline directly related to the specialization involved in the career pattern in the position to be filled. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

MILITARY GRADES: Maximum Military Grade E5; Minimum Military Grade E9 ; Military grade inversion within the full time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.
