Boulder County's Department of Housing and Human Services (DHHS) is hiring for several (5-12) Health Coverage Guide (Program Specialist I) positions. The role of the Health Coverage Guide will be to provide Colorado Health Benefit Exchange (COHBE) customers with fair and impartial information and services that help guide them through the application process.

**These positions are dependent upon receipt of grant funding for the project. The positions are term positions with an anticipated duration of 18 months from July 1, 2013 – December 31, 2014, with the possibility of extension based on funding.

Examples of Duties:

Health Coverage Guides will:
*Provide education about all the health coverage options available to customers and the qualified health plans available on the Exchange, as well as information about tax credits and cost sharing subsidies.
*Assist customers in completing the application for health coverage and some will assist employers in setting up plan options for their employees.
*Ensure customers know about their health plan options and help them filter and sort these options.
*Assist customers with making changes to their accounts in the event of income fluctuations or changes in household and renewing coverage during the appropriate renewal periods.
*Provide referrals to the appropriate person in the event a customer has a grievance, complaint, or question.
*Connect customers to the Customer Service Center, COHBE website, or certified and licensed brokers if additional support is needed.

Additional duties include:
*Deliver general education about COHBE.
*Meet with customers in-person to explain Health Coverage Guide services, reasons to buy health insurance, and options for coverage.
*Assist customers with opening or accessing an account with COHBE.
*Explain affordability programs, Qualified Health Plans, Essential Health Benefits, and rights when using insurance.
*Assist customers with applications for getting help with premium and cost-sharing discounts through COHBE.
*Assist customers with understanding web-based decision tools to help narrow the choices for qualified health plans.
*Ensure customers know about their health plan options through the Exchange and help them filter and sort based on those options.
*Refer customers with appeals, grievances, and complaints to the appropriate agency; make referrals as needed to the COHBE customer service center, certified brokers, or government and community resources as needed.
*Explain to customers when life changes can be reported and when renewal will be needed.
*Provide all services in a manner that is culturally and linguistically relevant to the customer.
*Maintain expertise about COHBE programs and maintain certification.
*Accurately track and record activities for reporting to COHBE.
*Perform related duties as assigned.

Required Qualifications:

Bachelor's degree in a related field (e.g. Social Work, Human Services, Public Health, Health Care Administration, Business Administration) and one (1) year or more of professional experience working in community services, human services or social services programs.
OR
High school diploma or equivalent and five (5) years or more of experience working in community services, human services or social services programs.

Additional related education may count towards required experience.

Experience with health coverage eligibility, policy, and outreach preferred.

The ability to read, write and speak both English and Spanish is preferred.

Experience working with a diverse clientele and/or underserved populations is preferred.

Must have the willingness and ability to travel to various locations throughout Boulder County.

Must have a valid driver's license, current automobile insurance, a good driving record and reliable transportation to be used for work-related travel.

Job offer is contingent on passing a criminal background check.

Knowledge & Skills
The position requires proficiency using the internet and basic knowledge of Microsoft Word, Excel and Outlook. The incumbent will have good interpersonal skills; the ability to work well with diverse members of the public; basic knowledge of health insurance, health coverage, and/or health service delivery; the ability to recognize and adapt to cultural, language, and learning differences; and the ability to explain and summarize detailed concepts. Experience providing objective application assistance and working with people in a one-on-one setting to provide objective education about public or private health programs is helpful.

The incumbent must have the ability to travel to various locations within the County.

Physical Requirements

Primarily sedentary physical work requiring ability to lift a maximum of 40 pounds; occasional lifting, carrying, walking and standing; frequent hand/eye coordination to operate computer keyboard and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and members of the public.
