In an attempt to mitigate the proliferation risks posed by weapons of mass destruction (WMD) related expertise and materials, the U.S. Department of State sponsors a suite of activities designed to ensure that scientists are productively engaged in peaceful, civilian pursuits and funds efforts to improve the security of WMD-related material at scientific facilities abroad. The National Security Senior Professional facilitates State Department threat reduction activities in Iraq through the development and management of implementing agreements with partners. Individual works with Iraqi government agencies, non-governmental organizations (NGOs), and U.S. government agencies to plan, coordinate, and implement meetings, conferences, technical trainings, fellowships, and research grant competitions designed to engage Iraqi scientists and engineers with WMD and WMD-applicable expertise. The individual works closely with other DOS program accounts as well as the field office located at the U.S. Embassy in Baghdad, Iraq. This position is located within at the U.S. Department of State in Washington, DC.
This position is primarily responsible for managing activities and relationship with implementing partners. Specific duties and responsibilities include but are not limited to:
Manages the program budget and tracks obligations.
Administers the acquisition of goods and services in accordance with Federal procurement regulations, policies, and procedures. Prepares requisitions and statements of work and provides information to potential suppliers. Ensures that the products and services delivered meet requirements.
Coordinates with high-level governmental offices and agencies to ensure that standards and procedures are current and promote national security.
Manages partners implementing projects and activities.
Participates in the review of research and travel grant proposals and makes recommendations concerning the approval of proposals.
Develops briefings, reports, and short-notice position papers, as well as other collaborative projects, on an as needed basis.
Essential Job Functions
Conducts moderately complex tests, exercises, analyses and assessments of the management, research, development, deployment, transportation, safety, security, storage and/or training for the stewardship and use of existing or future weapons systems such as nuclear, chemical, biological and radiological.
Conducts moderately complex system analysis, systems engineering, vulnerability analysis, planning and program and budget analysis of weapons systems.
Coordinates with high-level governmental offices and agencies to ensure that standards and procedures are current and promote national security.
Develops moderately complex briefings, reports and short notice position papers, as well as collaborates and supports broader security project teams.
Researches environmental factors which affect the weapons system operations or dispersion of given agents, the expected effect on population and remedial actions to be recommended to command and staff. Provides support by conducting background research on topics addressing information associated with strategic, tactical, nuclear, chemical, biological and/or radiological weapons systems.
Researches and grants clearance of classified information to users to ensure that a high level of security is upheld.
May be required to conduct initial security briefing for newly cleared employees as well as conducting annual refresher briefings.
Qualifications
Basic Qualifications
Bachelor's degree or equivalent combination of education and experience
Bachelor's degree in engineering, physics, chemistry, mathematics, or related field preferred
Four or more years of national security experience
Experience working with various weapons systems
Experience working with U.S. and North Atlantic Treaty Organization (NATO) nuclear weapons infrastructure, as appropriate
Experience working with local, state, national, international or Department of Defense security or weapons system policies and procedures
Possess security clearance
