Junior-to-Mid Level Cost Analyst
Opening is for the position of Research Fellow on the staff of a not-for-profit, government management consulting organization headquartered in McLean, Virginia.
In the short run, the hired individual is expected to work in a small (5-7) member team supporting the Office of the CIO at General Services Administration Public Building Service. This is an interesting opportunity because it provides a platform to design and establish a cost analysis practice at this organization. Suitable candidates will have a strong desire to learn, build/expand research skills, and sensitivity to client’s analysis needs
Principal Duties and Responsibilities:
Assist in the conduct of cost-benefit and business case analyses, including:
Develop cost models and estimating relationships
Support preparation of Independent Government Estimates (IGEs)
Support cost analysis needs in contractor proposal review and evaluation.
Provide acquisition support and assist with contracts analysis (including mapping of costs and SOW/ PWS line items)
Conduct data analysis and survey research (occasional)
Assist in preparation and of PowerPoint presentations, process summary reports, meeting minutes/ notes, and other program management documentation.
Work as part of a multi-disciplinary team composed of LMI analysts and government employees
analysis of alternatives
quantification of costs and benefits
derivation of investment measures – IRR, NPV, etc.
Bachelor’s or graduate degree in Economics, Mathematics, Public Policy, Operations Research, Engineering, or similar technical discipline is required.
5-10 years cost analysis experience.
Previous background and/or understanding of Enterprise Architecture and/ or Information Technology Lifecycle desired but not mandatory.
Experience in the DoD and/or US Coast Guard is desired, but not mandatory.
Should be familiar with cost estimating models, basic modeling and simulation principles, and basic operations research methods, particularly statistical data analysis. Basic computer science (programming) skills in Java, C++, or Visual Basic are a plus but not essential. Experience with COTS cost tools such as ACEIT, PRICE tools, SEER or similar software is a plus but not essential.
Society of Cost Estimating and Analysis (SCEA) certification is a positive discriminator.
Must be able to lead and collaborate with others in project team-oriented environment, communicate complex analyses verbally and in writing, and develop innovative approaches to solving technical challenges.
Must be available for occasional travel.
