Under the direction of the Clerk of Court, this position (Grade 13) performs professional analytic and technical analysis, data management, and research and policy development related to the operations and services of the court, including developing, recommending, and implementing plans and programs for improvement in the court's performance, quality, compliance, and efficiency of operations.

Essential Duties and Responsibilities:
-- Serves as a consultant to the Clerk of the Court and management staff, providing professional and technical advice regarding complex, multidimensional issues impacting diverse divisions, programs, policies, organizations, and/or jurisdictions;
-- Serves as a point-person and liaison with internal and external departments regarding program and court areas of responsibility;
-- Organizes and leads project teams conducting research and analysis, formulating recommendations, and coordinating implementation of strategic and long-range planning activities:
- Develops scope, methodology, and timelines for project completion;
- Assists with measuring and analyzing indicators of performance, quality, quantity, and efficiency of services;
- Identifies problems; analyzes and evaluates operating deficiencies or difficulties; provides management with alternatives and recommended courses of action;
-- Monitors proposed or pending changes in federal and state programs, laws, rules, regulations, eligibility criteria, etc. in terms of the potential impact on local programs, rules, laws, and policies; recommends appropriate response and/or action;
-- Performs other related duties as assigned.
Any combination of education, experience, and training equivalent to the following: Graduation from an accredited four-year college or university with a bachelor's degree in a related field; plus three to four years of professional work experience in such areas as business, court, or public administration.
Proficiency in Microsoft Office Suite;
Ability to communicate effectively orally and in writing;
Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze, and present data;
Ability to identify possible solutions for solving business problems;
Ability to perform a variety of fact-finding techniques (e.g. interview, case analysis, observation, research, benchmarking) to gather information in support of programs, projects, studies, assessments and evaluations.
Project Management Professional (PMP) certification is highly desirable. This certification will ensure the incumbent has/obtains the knowledge and skills of initiating, planning, executing, monitoring and controlling, and closing a project successfully.
