Programmer/Analyst - Journeyman (Job Number: 400330)
SAIC is building a team to provide Enterprise Information Technology (IT) Solutions Sustainment support and the associated management and administration, for the delivery of a combination of hardware infrastructure and application infrastructure necessary to achieve a complete, centralized and elastic environment for Building, Hosting, Integrating, and Managing Web enabled business applications and/or application services to SEC’s Enterprise Solutions Directorate (ESD). This shall be accomplished by using agile development approaches and by integrating different technologies to include both the re-write of legacy systems and the addition of features to existing systems to maximize cost savings, resource utilization and provide a solution to unique Army business application’s hosting and management challenges. This position supports Army Communications Electronic Command (CECOM) SEC ESD.
Performs iterative and incremental software development, modifications, and updates for ESD systems (i.e. TOPMIS II, WIAS, IPPS-A, et al.) using agile development methodology. Plans and performs verification tests. Develops engineering specifications detailing design, expected performance, testing, and provisions for software acceptance. Provides systems, program, and operational documentation. Produces and delivers multiple sprints and/or an average of 10 to 15 software releases per fiscal year. Analyzes and evaluates existing or proposed systems, and devises computer programs, systems and related procedures to process data. Prepares charts and diagrams to assist in problem analysis, and submits recommendations for solution. Prepares program specifications and diagrams, and develops coding logic flowcharts. Encodes, tests, debugs, and installs the operating programs and procedures in coordination with computer operations and user departments. May perform other duties as required.
A Bachelor's Degree from an accredited institute in an area applicable to this position (e.g. information systems, computer science, math, or engineering) and three (5) years of experience. Four additional years of applicable experience may be substituted for the degree.
The position requires high-level programming knowledge and experience in Microsoft ASP, .NET 3.5/4.0, and Java JRE/JDK; maintenance and operation of Microsoft SQL Server; operation, configuration and maintenance of Microsoft Internet Information Server; configuration of AKO Single Sign-On; and programming knowledge and experience in Microsoft Silverlight.
Experience with development, modification and updates of software using high order languages and Agile Development methodologies. Fluency with software development best practices for commenting and documentation, consistent indentation, code grouping, consistent naming schemes, don’t repeat yourself (DRY) principle, limit line length, file and folder organization, consistent temporary names, capitalize SQL special words, separation of code and data, and code refactoring.
Positions require active Secret clearance or higher, and DoD 8750 Certification. Per DoD 8570.01-M , DFARS 252.239.7001 and AR 25-2, the contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award. Contractor personnel providing systems administration support shall be at a minimum Information Assurance Training (IAT) Level II certified or have the ability to meet IAT Level II requirements within 180 days.
Experience in a Capability Maturity Model Integration (CMMI) Maturity Level 3 (or better) software development environment. Experience with Cloud Infrastructure As A Service (IaaS) and/or Platform As A Service (PaaS) Implementation.
General understanding or familiarity of the Army Personnel systems (i.e. TOPMIS II, WIAS, IPPS-A), process and/or procedures.
