In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage.

DUTIES:
Incumbent plots results of all field surveys and prepares them for tracing and reproduction. He/she works up sketches, drawings of existing structures, and rough drafts of proposed projects as a basis for production of finished drawings. Drawings may have to be drawn by hand or with computer-aided design work. Completes plans for proposed projects, such as new structures, building alterations, and shop work to be performed at the local level with institution funds. Completes computer-aided drawings to be submitted to the regional office for approval and funding. Prepares such working drawings as required to enable personnel engaged in construction projects to proceed with their work, furnishes additional instructions as requested by employees and inmates about work steps, and assists journeyman mechanics in the interpretation of blueprints when necessary. Collects construction data and samples for testing and analysis.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

QUALIFICATIONS REQUIRED:
To be considered for the position, you must meet the following qualification requirements.

EDUCATION:
GL-09:
Two full years of graduate education or a master's degree, only in those instances where it is directly related to the work of the position.

GS-11:
There is no substitution of education for experience.

Experience

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Examples of occupations that may have provided qualifying specialized experience include:

draftsperson

surveying technician

construction estimator

physical science technician

mathematical technician

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated.

Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.

Examples of occupations that may have provided qualifying specialized experience include:

GL-09:
Practical knowledge of and skill in applying, standardized rules or operations requiring substantial training or experience in methods and practices sufficient to:

Interpret drawings, plans, and specifications

Employs a variety of complex precision instruments, gauges, and methods

GS-11:
Knowledge and skill in applying wide range of specialized methods, principles, techniques sufficient to:

Experience developing sketches and drawings of new and existing structures, and rough drafts of proposed projects .

Must be proficient in utilizing automated software as it pertains to maintenance management and computer aided design.

Experience in performing cost estimating, preparation of justification for excessive cost and estimating work that is to be performed.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

HOW YOU WILL BE EVALUATED:
Your application will be evaluated and rated under DOJ's Category Rating and Selection Procedures. Your resume and supporting documentation will be used to determine whether you meet the job qualifications listed on this announcement. If you are qualified for this job, your resume and supporting documentation will be compared to your responses provided to the online assessment questionnaire. Your application will then be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. Names of all candidates in the best qualified category will be sent to the hiring official for employment consideration. Candidates within the Best Qualified category who are eligible for veterans preference will receive selection priority over non-veteran preference eligibles.

Special Conditions of Employment Section:
Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.
