Hurricane Sandy highlighted the vulnerability of New York’s telecommunications infrastructure to severe weather events that are likely to be more common due to climate change and the concomitant rise in sea levels. Because telecommunications services are so essential - even more so during and immediately after an event such as a major hurricane - New York’s telecommunications infrastructure and services must be better able to withstand, and recover from, severe weather events. As part of the City’s Special Initiative for Rebuilding and Resiliency, DoITT is creating a new Telecommunications Planning and Resiliency Office to enhance the resiliency of telecommunications services to the City and to the general public.

The new office will develop a comprehensive understanding of the needs of telecommunications resiliency, and the legal, economic, operational and other obstacles to meeting those needs. The office will develop and advocate for measures by which the telecommunications industry and regulators and legislatures at all levels can enhance telecommunications resiliency. The office will work with a wide range of stakeholders, including the City’s telecommunications franchisees and contractors, other telecommunications providers, state and federal regulatory agencies, City agencies such as the Law Department and the Mayor’s Office of Long-term Planning and Sustainability, elected officials, community representatives, and consumer advocates. The office will develop creative uses of existing City resources to achieve short-term gains, and will develop additional resources to achieve long-term gains.

Reporting to the Assistant Commissioner of Telecommunications Planning and Resiliency, the Telecommunications Operations Manager will be responsible for developing the office’s knowledge of telecommunications operations in New York City, and the legal, economic, operational and other obstacles to telecommunications resiliency. Additional responsibilities will also include: Proposing, developing and implementing initiatives to enhance the resiliency of telecommunications infrastructure in the City; working closely with DoITT’s telecommunications vendors, DoITT’s telecommunications franchisees, and other telecommunications providers and stakeholders; developing direct working relationships with managers and executives within the telecommunications providers’ organizations; working with telecommunications providers, including DoITT’s franchisees, to develop and implement measures to enhance the resiliency of New York City’s telecommunications infrastructure; serving as a liaison between the City’s Office of Emergency Management and telecommunications franchisees and other telecommunications providers during and after emergencies; working with telecommunications providers and other stakeholders to identify problems and create solutions for the New York City network architecture; analyzing telecommunications service outage data; working with telecommunications franchisees to develop, test, and update contingency plans in relation to service for all users in the City; documenting and evaluating franchisees’ activities, including responses to emergencies; and supervising other telecommunications operations managers. Minimum Qual Requirements
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.

Preferred Skills
The preferred candidate should possess the following: Knowledge of the telecommunications architecture in New York City; Experience with telecom budget administration; Experience working in the field and building out telecommunications infrastructure; Knowledge of telecommunications networks, including maintenance and repair; Creative problem solving skills; Strong communication and interpersonal skills to manage relationships with telecommunications providers.
