Mission Statement

The mission of the Pentagon Force Protection Agency (PFPA) is to provide force protection, security, and law enforcement, as required for the people, facilities, infrastructure and other resources at the Pentagon Reservation and Department of Defense (DOD) activities and DoD-leased facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR) (hereinafter referred to as "the Pentagon Facilities").

DUTIES:
• Employee serves as a senior accountant, utilizing a professional knowledge of accounting principles and procedures in carrying out complex assignments. Designs, implements, and develops automated accounting systems. Provides expert advice in specialized areas of accounting, resolves problems, and develops policies. Provides advice to financial and program managers and other accountants on unusual and difficult accounting systems and/or operations problems.

• Reviews and implements legislation, regulations, and policies with instruction from lead accountant and/or supervisor. Assists lead accountant and/or supervisor in the development of regulations and guidelines for program users. Develops and monitors accounting internal control program(s). Maintains complex operating accounting systems, which includes developing systems improvements and providing solutions to program management problems.

• Develops procedural manuals, methods, and directives. Conducts studies for special projects. Performs financial analyses, audits, and/or investigations to assess the effectiveness of financial systems, the reliability of information produced and the extent of safeguards, internal controls and compliance with relevant law, regulation, and policy. Reviews, analyzes, and validates financial data. Develops segments of surveys and systems for gathering and analyzing data. Reviews general ledger accounts and manages the oversight of Journal Voucher entries to adjust the trial balance.

You must have one year Specialized Experience equivalent to the GS-12 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.

Specialized experience required for this position is:
• S erves as a senior accountant, utilizing a professional knowledge of accounting principles and procedures in carrying out complex assignments.

• Provides expert advice in specialized areas of accounting, resolves problems, and develops policies.

• Provides advice to financial and program managers and other accountants on unusual and difficult accounting systems and/or operations problems.

Specifically you will be evaluated on the following competencies:
1. Expert knowledge of financial management, fiscal, and accounting theories, concepts, principles, and procedures, and generally accepted accounting principles and standards in the United States and foreign countries.

2. Ability to review, analyze, and evaluate automated and/or manual accounting and financial management systems.

3. Ability to develop guidance, memoranda, procedures, and instructions which cover the full spectrum of accounting and financial management issues.

BASIC EDUCATION REQUIREMENTS:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

Completion of the requirements for a degree that included substantial course work in accounting or auditing e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
