GENERAL DESCRIPTION OF WORK: This position performs a variety of tasks required for formulation of recommendations for the preliminary designs and construction of highway projects in order to provide a safe, high quality and efficient transportation system.

ESSENTIAL FUNCTIONS:
Performs a variety of tasks including surveys, testing and inspections on preliminary designs, construction of highway projects and to provide a safe, high quality and efficient transportation system.
Responsible for minor construction projects.
Observes, monitors and oversees highway and highway related construction performed by contractors.
Field tests materials, checks work against specifications, and confers with contractors, engineers and work crews.
Reviews highway design plans to verify existing utilities, determine utility conflicts, and contacts utility companies for notification of highway projects and to confirm utility conflicts.
Also responsible for project documentation, pay estimates and final contract documents.
Directs field survey work, and operates all survey instruments/equipment.
Verifies and documents work activities.
Regularly observes work and calculates payment of contractors.
Maintains crew diaries and logs in support of departmental recordkeeping and/or contract administration activities
Oversees minor to more complex construction projects by documenting pay quantities, directing the work schedule of subordinates, and working with contractor for quality control.
Ensures that materials sampling and testing are performed properly; audits material summaries for QA/QC purposes.
Assists in the preparation of recommendations used to design construction projects.
Anticipates potential problems prior to going to contract.
Checks preliminary plans for errors and problems.
Communicates both internally and externally regarding project information and courses of action/consequences, on larger projects.
Directs work flow.
Fills the role of Survey Crew Chief.
Researches land ownership and contact landowners to secure permission to enter upon their land to conduct surveys.
Sets up project files and any other document books that will be required during construction of a project.
Checks and prepares documentation of pay items used on projects.
Keeps daily diaries of work progression and problems that may arise.
Prepares monthly estimates.
Prepares and checks documentation to be sent to district finals office.

KNOWLEDGE AND SKILLS:
Knowledge of project coordination and monitoring. Review and improve design and construction methods.
Knowledge of policies, standard plans, specifications and procedures of highway construction.
Knowledge of survey practices, equipment and supporting software for compiling topographic, construction staking and aerial surveys.

NECESSARY SPECIAL REQUIREMENTS:
Must be able to work in all weather conditions and terrains.
Must be able to work in close proximity of large construction equipment.
Must be able to work on highway/roads with high speed traffic just a few feet away.

PREFERENCES:
Progressive work experience (typically in Construction and Field Surveying) with acquired knowledge at the level of a Construction & Field Survey Technician.
