Engineering and Maintenance Manager

Job Description

This position is responsible for providing mechanical/reliability engineering expertise. The function is to assure proper design, installation, preventive maintenance, and repair of mechanical equipment and piping systems according to regulatory and company standards. Assures efficient and effective utilization of maintenance manpower, tools, and equipment. Areas of responsibility include supplying technical expertise to operations, providing leadership to the mechanical maintenance resources, administering the maintenance processes and budget, and assisting in or executing small projects. Responsible for the recommendation/implementation of maintenance programs and processes to ensure a highly efficient maintenance organization. Provides leadership and supervision of all maintenance resources, including the Projects Engineer , Reliability Engineer, maintenance stores coordinators, maintenance supervisors, maintenance planner, mechanics, E&I techs, and support crafts. Acts as a Team Leader to perform routine, extraordinary, and turnaround maintenance activities. Collaborates with operations personnel in troubleshooting equipment problems and implementing technology improvements, provides guidance and training as appropriate to promote proper operation and maintenance of equipment and piping systems. Provides primary input to preparing the maintenance budget, and controls spending through appropriate tracking, forecasting, and adjustments. Responsible for tracking and maintaining the Capital projects budget for current year and forecast for 5 year capital plan. Also, ensure capital project processes are adhered to and provide technical approval on all locally approved capital projects. Monitors key performance indicators, and supports and implements continuous improvements to the maintenance work processes in order to enhance plant availability and reduce the plant repair factor. Administers the various elements of the maintenance program, including equipment and piping inspections, spare parts availability, vibration and oil analysis frequency, PSV maintenance, and similar activities. Ensures proper documentation of files, records, databases, and drawings to meet regulatory and company requirements, and maintains current requirements as to equipment/materials specifications and vendor preferences. Seeks compliance with all environmental, safety, and health requirements, and promotes a safe working environment. Participates and contributes on teams or via ad hoc assignments with other Site and NAFTA engineers to review, update, and develop mechanical procedures, guidelines, standards, and practices. Centers of Expertise (CoE's) and peer working teams are examples. Acts independently regarding most daily and weekly activities, directly supervises the Projects Engineer, Reliability Engineer and Vidalia Maintenance Supervisor. Responsible for ensuring that plant maintenance is performed according the scope and priorities as determined by operations cluster's maintenance coordinator. This position has the authority to approve purchase requisitions up to the total authorized amount on approved capital or expense projects, subject to purchasing guidelines. As a TES Manager, must make maintenance-related decisions in the current overall economic context of the business unit, not solely with respect to the maintenance budget. Must also seek continuous reductions in maintenance spending and therefore a lower repair factor, while maintaining and improving plant availability. As a project manager, must ensure capital improvements are economically justified. As a project discipline engineer, must ensure that projects are properly designed/installed according to company guidelines. Interacts daily with the maintenance, stores, reliability and Maintenance Supervisor and Projects Engineer Staffs. Also interfaces other operations staff, and Operations Manager. Provides periodic reports to Operations Managers and Site Manager. Frequently interacts with Purchasing and Accounting, as well as other personnel. Often works with vendors and outside contractors. May maintain contacts with counterparts in other companies within the Group as well as those in other companies via industry organizations. Provides technical expertise, oversight, and maintenance process leadership to the plant maintenance resources, primarily through communications with the maintenance supervisors. Resolves any contractor personnel issues, including performance issues and staffing level requirements, through communications with the contract administrator. Responsible for Vidalia maintenance cost centers and exercises approvals per the corporate guidelines. Approvals of maintenance work orders and associated labor, material, and services are designated by the TES Manager, and are usually delegated by the Maintenance Supervisor. Upon approval of capital or expense projects, no further review or approval is required for this position to make commitments and expenditures. KEYWORDS Mechanical Reliability, Capital Management, Design, Maintenance, FMEA, MTBF, Criticality Assessment, PM Optimization, Mechanical Integrity, Project Engineering BS degree in Mechanical Engineering and a minimum of 5+ years design, maintenance, operations, and/or troubleshooting experience in a chemical/petrochemical or other similar manufacturing operation required. Minimum 2+ years of supervisory/leadership responsibilities in a chemical/petrochemical or other similar manufacturing operation. Requires understanding of best industry practices regarding maintenance activities and work processes. Requires general knowledge of rotating and stationary equipment repair, project execution, and construction and installation techniques and accounting practices, and procurement policies. Must have general computer skills as well as user knowledge of SAP CAT maintenance and project functions. Must have generic competencies of analytical thinking, communication and interpersonal understanding, customer focus, entrepreneurial acting/initiative, team leadership/collaboration, and coaching. A professional engineer's license is helpful, but not mandatory
