Overview

Responsible for overall management, operation and support of Vermont's Health Alert Network (HAN) communications system. Administers HAN system and provides support to all system users. Key contact responsible for sending secure and/or urgent health messages via the HAN system to multiple recipients prior to, during and after public health emergencies. Responsible for working with vendors and backup administrators to ensure system functionality and maximum uptime. Provides backup administration for related information systems within OPHP/EMS. Also manages department's communication equipment and systems including satellite phones, radio equipment, emergency telephone services, and related equipment. Liaison for and advises management on department's emergency communication systems needs. Creates and maintains system documentation. Staffs Health Operations Center and State EOC as a VDH representative when operational. Performs other duties as assigned.
Requires full-time experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, or database administration.
Excellent communication skills are a must.
Working hours beyond the regularly assigned schedule may be required at times.

Minimum Qualifications

EDUCATION AND EXPERIENCE:
Bachelor's degree and three (3) years or more of professional planning, project management experience or program administration, two of which must be in Public Health emergency preparedness and/or Incident Command Structure (ICS) and/or EMS, fire or police agencies emergency preparedness and/or regional or municipal planning.
OR
Master's degree in public health, public administration or a health field AND two (2) years or more of professional planning, project management experience or program administration in Public Health emergency preparedness and/or Incident Command Structure (ICS) and/or EMS, fire or police agencies emergency preparedness and/or regional or municipal planning.
