Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the SRIP.

Type of Appointment : This is a full-time, Excepted Permanent dual-status, position which requires Virgin Islands Army National Guard membership.

Job Summary: This position is established as a Sexual Assault Response Coordinator (SARC), located in the Joint Force Headquarters-State (JFHQ-S), Directororate of Manpower & Personnel (J-1). The purpose of this position is to manage and implement the Sexual Assault Prevention and Response (SAPR) Program and Domestic Abuse/Violence Program. Provides guidance and advice to the Adjutant General (TAG), senior commanders, and managers regarding statutory requirements. This position has direct access to the TAG with advisory responsibility regarding sexual assault and domestic abuse/violence incidents. Serves as the principal point of contact regarding SARC programs and is charged with collaborating with various state and national government agencies for outreach, policy, training, support and research. Performs long-term planning and organizational development necessary to accomplish human resources functions in support of education, training, and responses for the Sexual Assault Prevention and Response Program and Domestic Abuse/Violence Program.

Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Virgin Islands National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Virgin Islands Army National Guard Officer/Warrant Officer/Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Sexual Assault Response Coordinator functions in support of programs essential to state Army National Guard daily operations, training and readiness missions. As a member of a Virgin Islands Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Virgin Islands Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

Military Requirement: Officer Branch 42B&H, 60D, 67D, AOC: 70A-B&H, 73A.

Warrant Officer MOS: 420A, Enlisted: 42A, 68W and 68Z.

DUTIES:
The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

Manages and implements the Sexual Assault Prevention and Response Program and the Domestic Abuse Prevention Program.

Serves as principal advisor to the State Adjutant General with responsibility for understanding and implementing Department of Defense (DoD), Army, Air Force, National Guard Bureau (NGB), ARNG and ANG policies and guidance.

Reviews Sexual Assault, Domestic Abuse/Violence policies and programs to determine barriers, if any, and advises the Adjutant General relative to their impact on National Guard policy to overcome high risk areas and potential offender behaviors; and recommends changes or new actions to the Adjutant General, Chief of Staff, and Human Resources Officer.

Serves as the designated program manager of victim support services. Coordinates and oversees implementation and execution of the sexual assault prevention and response and domestic abuse/violence prevention programs.

Advises the victim of available reporting options and informs the victim of benefits and/or limitations.

Ensures that reports of sexual assault and domestic violence are reported to the appropriate level of command in accordance with applicable regulations.

Inputs and updates the Sexual Assault Data Management System (SADMS) File Locker on a monthly basis.

Develops, conducts, and/or coordinates sexual assault prevention training for new hires, supervisors, and all members of the state National Guard.

Serves as the primary advisor regarding selection of VAs and oversees the performance as VAs.

Coordinates with Wing/Deployable SARC in assigning a VA to assist the victim immediately upon notification of the incident while ensuring confidentiality.

Serves as the state representative to the National SAPR Advisory Committee (SAPRAC) to include attendance at related training, conferences, and meetings.

Performs other duties as assigned.

QUALIFICATIONS REQUIRED:
General Experience: Must possess experience which has provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

Specialized Experience: Must have at least 36 months specialized experience in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Other Requirements : For positions requiring a driver's license candidate must have a valid state driver's license for the state in which they live or principally employed. For positions requiring a security clearance candidate must possess a security clearance (Secret or Top Secret) or be able to obtain a clearance within One year of appointment.

National Guard Compatibility : Once an applicant is selected and prior to being placed in the technician Sexual Assault Response Coordinator position the selectee must be assigned to any unit in the Virgin Islands Army National Guard as an Officer/Warrant Officer/Enlisted member in Branch: 42B&H, 60D, 67A, AOC: 70A/B&H, 73A, MOS: 420A, 42A, 68W&Z. Rank inversion is strictly prohibited. Wear of the Army uniform as prescribed by AR/NGB/VI NGR is required for incumbent of this position. Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
