Oversees the maintenance and transportation operations in the Dallas District. Reports to the District Engineer. Manages a group of professional, technical and clerical employees. Work requires contact with governmental officials and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Education and Experience
Must be licensed by the State of Texas as a professional engineer. (Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.) Must have five (5) years progressively responsible experience in transportation engineering as a licensed professional engineer in areas such as construction, maintenance and transportation operations of highways, bridges and related structures. Graduate-level transportation-related engineering education acquired after licensing as a professional engineer may be substituted for engineering experience on a year per year basis. Must have three (3) years managerial/supervisory experience. (Project leader and/or lead worker experience will substitute for managerial/supervisory experience.) (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

Directs Area Engineers in the areas of in-house maintenance, contracted maintenance, and transportation operations.
Develops and executes programs, procedures, and policies for overall district maintenance and transportation operations functions including development of maintenance plans, in-house maintenance work, contracted maintenance work, and traffic operations.
Responsible for determining the need for, and developing plans, specifications and estimates for transportation projects including signs, traffic signals, illumination, turn lanes, speed zones, school zones, pavement markings.
Responsible for developing district maintenance plans and coordinating the use of Category 1 funding to enhance pavement condition scores and the value of transportation assets.
Responsible for all aspects of incident, weather, and emergency management for the district; serves as the district single point of contact for emergency and weather operations.
Responsible for developing appropriate budget, staffing, and equipment allocations that correspond to the level of maintenance contracting for a metropolitian district.
Drives to meet with the appropriate supervisors, law enforcement and city officials to discuss transportation problems and possible solutions.
Responsible for the development, preparation, letting and administration of district maintenance contracts, monitors maintenance contracting levels to meet legislative requirements; oversees all special maintenance jobs.

CONDITIONS OF EMPLOYMENT
Must pass a drug test prior to employment for commercial driver, safety sensitive and vessel crewmember positions. Commercial drivers, safety sensitive employees and vessel crewmembers will be subject to additional drug and alcohol testing during employment.
Required to work weekends and holidays.
Required to work hours other than 8 to 5.
Required to work under exposure to inclement weather conditions.
Required to wear personal protective equipment provided by employer and comply with all safety requirements.
Driver 's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.
Must attend work regularly and observe approved work hours.
External final applicants for any department position who could potentially be required to drive for the department must pass a drug test prior to employment and will be subject to reasonable cause testing during employment.
External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.
Successful completion of a post-offer/pre-employment physical exam at the employer's expense is required.
