We have an opening for a Requirements Business Analyst in Washington, DC on the VBMS Project at the VBA.
Salary for this role $78,000-$85,000

What you will do:
Business Process Management (BPM) develops “as-is” and “to-be” business processes,
identifies and manages business requirements, supports user acceptance testing, and provides
recommended changes to business policy. Specific functions requiring contractor support
Process Re-engineering. Define business processes, workflows, business rules and process
improvement opportunities. Deliverables may include process maps, workflow diagrams
(current and reengineered).
Business Requirements Development and Management. Gather business requirements for
VBMS; direct the elicitation and documentation of business requirements and specifications
for VBMS. Deliverables may include business requirements, requirements management
plan, program requirements included in the solution architecture.
Acceptance Testing Support. Support testing to ensure VBMS performs as intended in a
production environment prior to deployment, prepare analyses and comparisons of
alternative testing and business acceptance strategies for achieving VBMS objectives,
support Benefits Delivery Management in the development of user acceptance test
procedures. Deliverables may include test cases, test scripts, use case specifications,
customer acceptance form, and test completion report.
Business Policy and Procedure Recommendation. Analyze and make recommendations to
Claims and Pension Service for business policy / procedure updates resulting from process
changes. Deliverables may include policy and procedure modification recommendations and
Inter/Intra Agency Coordination. Support inter- and intra-agency coordination. Deliverables
may include stakeholder requirements.
Global Requirement. In addition to the above requirements, all four PMO Divisions require the
contractor to provide support in the following areas:
Administrative Support. Schedule and set-up meetings, capture meeting notes/minutes and
action items, track and report action item status, consolidate status reports.
- PMO IT environment is a big plus
- UAT and testing procedure experience
A BA/BS degree
6-8 years of experience in developing IT requirements.
Experience with building requirements for accounting and payments system is a plus.
Specifically the analyst will:
Handle change requests for enhancements or defect repair.
Document errors including their frequency and severity
Develop documentation in approved formats using ClearQuest ARC/ProPath
Develop requirements that are clear, concise, testable and traceable
Develop use cases and test scenarios for specific requirements
Prioritize requirements based on the business needs of the organization
Estimate the time and resources required to build systems to meet specific requirements
Facilitate discussions of detailed requirements between the business line sponsor and OIT
for clarification and finalization of documentation
Manage the internal approval process before requirements are sent to OIT for
Track requirements from initiation to implementation.
