MINIMUM TANGIBLE QUALIFICATIONS:
Degree Requirements: Bachelor's degree from an accredited college or university. Four (4) years of additional experience (to that cited below) relating to FMS acquisition program management may be substituted for the Bachelor's degree.
Relevant Experience: This position requires a minimum of four (4) years of recent professional experience in Foreign Military Sales (FMS) case/program management.
Must have knowledge and demonstrated understanding of policies governing Security Assistance established in the Arms Export Control Act (AECA), the Foreign Assistance Act (FAA) and the Security Assistance Management Manual (SAMM, DOD 5105.38-M). A working knowledge of Microsoft Office software products, databases and the modules within Navy ERP/SAP is required. Defense Acquisition University (DAWIA) training is desired.
RESPONSIBILITIES AND DUTIES:
Duties include (but are not limited to):
We are currently seeking applications for a Foreign Military Sales (FMS) Senior Program Analyst. The FMS Senior Program Analyst performs FMS acquisition, logistics, and program management throughout the life of FMS Cases from implementation to closure.
(1) Responsibilities include training, providing guidance and direction to mid and junior Program Analysts, and keeping abreast of current business practices/policies related with the FMS case management/program arena.
(2) Perform analysis, gather data and provide programmatic recommendations related to major weapons systems in response to international customers' requests.
(3) Prepare agenda/minutes and monitor actions related to various international customer meetings and program reviews.
(4) Obtain, gather and analyze cost estimates and delivery information to develop and transmit Price and Availability (P&A) and Letters of Offer and Acceptance (LOAs) (including amendments and modifications) to Navy International Programs Office, utilizing the Defense Security Assistance Management System (DSAMS).
