DCIPS Pay Band and GG Equivalent

This is an Occupational Band 4 job in the Defense Civilian Intelligence Personnel System (DCIPS). Band 4 duties are at the senior level, and are equivalent to those at the GS/GG 13 and 14. The selectee's salary will be set within the band equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Duties

Serves as a first-level supervisor and senior Program Manager advisor on matters pertaining to day-to-day operations or management of program/project(s). As such, the incumbent exercises technical and administrative supervision over a staff planning, developing, monitoring, and controlling costs, schedules, performance and risk mitigation strategies for complex programs/projects. Ensures programs meets requirements based on comprehensive knowledge of the full scope of laws, regulations, and policies. The incumbent comprehends the Agencyüs strategic vision and institutes effective program/project(s) that lead to efficient organizational operations. Identifies and obtains resources (i.e., staff, funds, space, and equipment) to accomplish organizational goals.

  • Exercises technical and administrative supervision over a staff of specialists responsible for oversight, planning, developing, monitoring, and controlling costs, schedules, performance and risk mitigation strategies for conducting operational test and demonstration activities.
  • Establishes goals, objectives, and priorities and develops strategic and execution plans and projects to accomplish these efforts through effective and efficient business practices.
  • Determines and allocates the level and mixture of resources needed for all areas of responsibility. Redirects resources as the emphasis of the overall program changes.
  • Oversees the development of policy and guidance for planning and implementing program/project requirements and ensures proper alignment with the Agency strategic plan and other short and long-term strategies and plans. Approves complex approaches to problems and situations for which data are unavailable, incomplete, controversial, or for which no precedent exists.
  • Recommends implementation of new technologies, procedures, and applications to increase efficiency or quality of operational test and demonstration.
  • Ensures subordinate staff conducts activities in their areas of responsibility in accordance with current directives and issuances. Personally participates or oversees staff preparation and participation in briefings and meetings to provide technical advice and assistance.
  • Develops and strengthens substantive ties with other Intelligence Community partners and government organizations. Represents the Agency as a senior subject matter expert at meetings and working groups.
  • Performs other duties as assigned.

HOW YOU WILL BE EVALUATED:QUALIFICATIONS:Basic Requirements:
You must possess 1 year of specialized experience at the level of difficulty and responsibility equivalent to the next lower qualifying band or equivalent GS/GG level, which is directly related to the position being filled.
