Job Description:
ICF seeks an experienced

Early Childhood Education (ECE) Specialist State Center Manager

to support Head Start and Early Head Start programs to ensure high quality Head Start services in accordance with the Head Start performance standards and all applicable federal, state and local laws, rules and regulations. The Early Childhood Education Specialist will offer training and support to Head Start programs and local early childhood professionals, teachers, home visitors and education managers and share information about relevant resources available in the state. The Early Childhood Education Specialist State Center Manager will engage programs in dialogue and learning of best practices for children from birth to three and from three to five and encourage a culture of learning that promotes school readiness.

This position is home-based and will involve extensive travel to programs within the District of Columbia and may include work in other states. In addition, this position requires quarterly travel to Philadelphia, PA to attend meetings.

Basic :
Must have a Bachelor's Degree in Early Childhood Education or Child Development

(must have 18 credit hours in early childhood education courses– transcripts will be requested).

At least 9 of the 18 credit hours must be in infant/toddler or zero-three courses.

At least 5 years of demonstrated experience in the field of Early Childhood Education in the state of District of Columbia.

Experience offering training and technical assistance within Early Care and Education required

Understanding of developmentally appropriate practice in early childhood education.

Experience in early childhood education issues relating to program design and management, fiscal, parental involvement, health and nutrition, mental health, and/ or oral health required.

Ability to maintain up to date knowledge of current child development practices and research based early childhood quality methods and approaches.

Preferred Skills/Experience:
The ideal candidate will have both a background and experience in Early Childhood Education settings working with children and families from diverse cultural and economic backgrounds.

Professional Skills:
Experience with Microsoft Office (Word, Excel and PowerPoint) required.

Excellent written and verbal communication skills required.
