Job FunctionUnder general supervision, provide leadership and support structure to the facilities maintenance staff and hired contractors. Oversee all building systems operations, repairs and maintenance as well as review relevant construction.ResponsibilitiesOversee facilities management function pertaining to all building operational issues for assigned properties, including contracts, vendors, suppliers, maintenance and safety issues and standards. Responsible for supervising employees and contractors in the day to day operation of base building systems. Interface with tenants and property management to understand tenant facilities needs and develop and oversee the implementation of plans that are responsive in timely meeting those needs. Ensure the proper completion of maintenance work in accordance with established standards and in compliance with all applicable safety regulations and building codes. Oversee the preparation and filing of periodic reports with government/regulatory authorities. Oversee periodic inspections of buildings and systems. Responsible for all environmental permitting i.e.: water treatment, hazardous waste disposal, air permits, underground tank permits, etc. Review and approve maintenance, engineering and utility invoices for cost, allocation, account coding, amount and completion. Review and approve construction work performed on site by outside contractors. Responsible for the implementation of, and adherence to the preventative maintenance program. Select vendors and prepare requests for quotation and secure bids on approved, operating and capital budget items that pertain to maintenance, engineering and tenant services; continually evaluate vendors, including decisions on to seek alternative vendors and/or terminate existing vendor relationships. Oversee the preparation of preliminary operating and capital budgets annually for items pertaining to maintenance, engineering and tenant services. Work with property management on various accounting reports and financial analyses. 24 hour emergency response, when necessary. Oversee the administration of all related information filing systems.Skills/ExperiencesA minimum of five years experience in facilities management with BS in facilities management, engineering or equivalent education in the following disciplines: mechanical, electrical, plumbing and other primary building systems; facilities experience within the life science industry a plus. Familiarity with maintenance procedures: preventative, predictive, corrective and routine maintenance work requests that may include coordination with electricians, plumbers, HVAC mechanics, equipment repair technicians or other outside services. Knowledge of building codes, fire/life safety regulations and OSHA requirements. Proven experience with sustainability and energy conservation programs in commercial, laboratory or institutional buildings. LEED® accreditation is desirable. Must have strong technical knowledge and experience with primary building systems (mechanical, electrical, plumbing, architectural, life safety and other). Experience with managing 24/7 maintenance operations in a union environment. Experience with a vivarium or animal facility is a plus. Ability to read and understand complicated lease documents and implement various lease clauses as they relate to base building systems. Ability to work with computers necessary: Microsoft Word, Excel, P3/Sure Track, Outlook and work order systems. AutoCAD experience a plus. Ability to read and understand building plans and specifications is required. Strong customer service skills. Strong written and verbal communication skills. Sound judgment and problem resolution ability. Ability to motivate, supervise and train maintenance staff and supervise contractors. Ability to manage and prioritize multiple work priorities under time sensitive deadlines.
