This position is located in Engineering Service at the VA in North Little Rock, AR.
MAJOR DUTIES AND RESPONSIBILITIES:
This position is in a large medical center and involves maintaining and repairing closed open loop cooling and heating systems to include pumps, valves, flow measuring devices, trouble shooting and repairing DDC HVAC control systems.
Requires skill and knowledge of a journeyman industrial air conditioning and refrigeration mechanic.
Troubleshoots and repairs all types of refrigerated equipment including ultra-cold freezers with blended refrigerants.
Operates and repairs air conditioning equipment up to 1000 tons and refrigeration equipment up to 20HP,
Uses blueprints and specifications to trouble shoot equipment.
Uses PC Graphics, Multi meters, Ammeters, Refrigerate Detectors, Refrigerant Gauge Manifolds, Welders, Oxy-Acetylene Torches, Manometers, Velometers, Tachometers, and Tubing tools.
Uses different types of refrigerants.
Able to lock out tag out of disconnects, and main components during installation, preventative maintenance and repairs at the WG-11 level.
Exercises good judgment in evaluating situations and making repairs.
Work Schedule: 8 hour days/40 hours per week/ Rotating tours covering a time span of 6:00 a.m. to 10:00 p.m 7 days per week

For this position, the job element method is used to match what you (the applicant) can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position which must be supported by detailed descriptions of your experience on your resume. Examples include demonstrated abilities and skills gained in a large complex medical facility performing functions of troubleshooting, air balancing and monitoring of critical equipment; installing and maintaining large refrigeration equipment and controls.
Those applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are then rated against the remainder of the questions.
You will be rated on the following Job Elements as part of the assessment questionnaire for this position:
Ability to do the work of a Journeyman Air Conditioning Equipment Mechanic without more than normal supervision. (SCREEN-OUT)
Knowledge of the function of air conditioning and refrigeration equipment assemblies, their operation, installation and repair.
Ability to interpret instructions, specifications, and blueprints and to use and maintain tools, instruments, and equipment.
Ability to accomplish the duties of an air conditioning equipment operator in a technical, precise, and artistic manner.
Knowledge and ability to operate and repair modern Direct Digital Controls(DDC) on air conditioning and refrigeration systems.
Physical effort and work conditions: The operator frequently carries and sets up parts and equipment weighing up to 50 pounds or more. Hoists, holders, and pulleys are operated when removing and installing units such as large compressors, condensers, and chiller components. Makes repairs and installations from ladders, scaffolding, and platforms where the parts of system worked on are frequently inn hard-to-reach places; therefore, stooping, stretching, bending, and kneeling are frequent for long periods of time. Works an uncommon tour of duty which normally consists of two rotating shifts, covering a time span of 6:00 a.m to 10:00 p.m. May be subject to overtime call-back when emergency exists. Required to work outside in all types weather and inside and on top of tall buildings, and in close area air handling equipment. Uncomfortable face masks and protective clothing will be worn when there is a possibility of exposure to harmful elements. Will be subject to cuts, burns, electrical shock, and respiratory conditions.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on three quality groups, as follows:
Best Qualified - applicants possessing knowledge, skills and abilities that substantially exceed the minimum qualifications of the position and who are highly proficient in all requirements of the job and can perform effectively in the position;
Well Qualified - applicants possessing knowledge, skills and abilities that exceed the minimum qualification of the position and who are proficient in most of the requirements of the job;
Qualified - applicants possessing knowledge, skills and abilities that meet the minimum qualifications of the position.
After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best-qualified group. The best-qualified group is the first to be referred to the hiring facility for further consideration and possible interview.
