Type of Appointment : This is a full-time, Excepted Permanent dual-status, position which requires Virgin Islands Army National Guard membership.
Job Summary: This position is located in the Joint Forces Headquarters (state); Command, Control, Communications and Computers (C4) Directorate (J-6); Office of the Director. The purpose of this position is to manage the states C4 Systems Support program. The C4 systems include both the communications and computer systems required to implement the state command and control process and are the information exchange and decision support subsystems within the state total force Command and Control Support System. The incumbent serves as the principal staff officer and primary advisor to the Adjutant General and the Joint Chief of Staff for all matters pertaining to C4 systems which support the primary functions involving the collection, transportation, processing, dissemination and protection of information.
Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Virgin Islands National Guard Federal Technician or Active Guard/Reserve program.
National Guard Membership: This position requires military membership. It is designated for Virgin Islands Army National Guard Officer incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military SUPV IT Specialist (PLCYPLN) functions in support of programs essential to state Army National Guard daily operations, training and readiness missions. As a member of a Virgin Islands Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Virgin Islands Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:
Plans, organizes, and oversees the activities of the state J-6.
Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
Exercises supervisory personnel management responsibilities.
Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Represents the command in dealings with a variety of state, state National Guard and functional area organizations.
Serves as the primary staff advisor and authoritative expert to the Adjutant General, staff elements, and command officials on matters pertaining to information management/services, i.e., information technology (IT), communications, information assurance, printing, publishing, records management, official mail, e-mail, and visual information, both present and future.
Monitors, reviews and analyzes program implementation.
Functions as the state Designated Approval Authority (DAA) for matters pertaining to network security.
Reviews and analyzes supported state mission plans and operations to determine current and future information systems requirements.
Ensures effective integration of plans, programs, and operations encompassing a wide range of information systems/functional components.
Performs other duties as assigned.
General Experience: Must have experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
Specialized Experience: Must have at least 36 months specialized experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Other Requirements : For positions requiring a driver's license candidate must have a valid state driver's license for the state in which they live or principally employed. For positions requiring a security clearance candidate must possess a security clearance (Secret or Top Secret) or be able to obtain a clearance within One year of appointment.
National Guard Compatibility : Once an applicant is selected and prior to being placed in the technician SUPV IT Specialist (PLCYPLN) position the selectee must be assigned to any unit in the Virgin Islands Army National Guard as an Officer member in Branch: 25, AOC: 53. Rank inversion is strictly prohibited. Wear of the Army uniform as prescribed by AR/NGB/VI NGR is required for incumbent of this position. Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
