Job Description: The Health Informatics & Technology Solutions Division (HITS) is currently seeking a Requirements Analyst to support our NIH client in Bethesda, MD. Key Responsibilities : The Requirements Analyst performs business and systems analysis to define detailed technical requirements for implementation. Eliciting requirements from project stakeholders Defining, maintaining and managing system requirements Providing Level of Effort (LOE) estimates for requirements analysis work, participating in the planning for systems requirements development and artifacts completion Conducting JAD sessions for the system requirements Maintaining requirements traceability Clarifying requirements for other functional groups Setting up and conducting Requirements Review meetings Participating in Quality Assurance reviews of the architecture, design, test artifacts Assisting in project planning Overseeing development and testing activities to confirm correct implementation of requirements Required Skills: Bachelor’s degree or higher At least 7 years working in the Information Technology field 5 years experience and technical knowledge of SQL and Oracle 3 years experience writing Use Cases 3 years experience leading JAD sessions to define system requirements Prior experience being based at a Client site on a day-to-day basis 3 years analyst experience working on finance, budget or accounting projects with knowledge of key principles Preferred Skills/Experience: Bachelor’s degree should be in Information Systems, Computer Science or related discipline (MS or MBA a plus) Biomedical grants management experience a plus Knowledge of business process modeling techniques and tools a plus Technical knowledge of SQL and Oracle a plus Prior experience working on a government contract Professional Skills: Must have excellent written and oral communications skills Must be comfortable working in a matrixed team environment, with a client-centric culture Must be able to multi-task well Must be able to work effectively with numerous stakeholder types and bring a group to consensus ICF offers an excellent benefits package, an award winning talent development program, and fosters a highly skilled, energized and empowered workforce.
