VP, Government Affairs The candidate directs and leads all major activities associated with government relations and affairs activities. Sets and manages policy development, reviews and monitors proposed and enacted state legislation impacting the managed care industry, and develops business plans accordingly. Identifies, analyzes, and makes recommendations regarding key legislative issues. Reports to the State President. Researches, monitors, and analyzes state legislation and planning activities related to government funded initiatives and regulatory changes. Works closely with state legislative leaders and any other government leaders to build coalitions to effect change that will have a positive impact on the managed care market. Develops and builds effective working relationships with government regulators. Communicates and educates company's leadership team on corporate government affairs matters and company's regulatory policies. Probes/challenges leadership team regarding critical decisions to ensure company is compliant with the regulatory environment. Reviews and interprets proposed and enacted state legislation relating to Medicaid Managed Care, and develops and implements industry responses. Oversees and monitors regulatory developments and formal regulatory notices. Analyzes, researches, and seeks input regarding impacts of proposed regulations. Develops consensus regarding policy positions and responses to proposed regulations. Performs additional duties and responsibilities as assigned by management.

The candidate should have a Bachelor's degree in Business Administration or related field. Master's degree in Public Policy, Public Health, Political Science, Health Administration or related field preferred. A J.D. degree is preferred. Must have 10+ years of combined experience in planning, development, health policy, legislative affairs, regulatory policy, health care consulting or managed health care, and a proven track record of leadership experience in the health care industry. Should have broad knowledge of government programs and the managed care industry and proven experience leading and managing government and regulatory affairs programs through teamwork, collaboration, and open communication. Must have extensive experience working with key government groups, and the ability to identify and build relationships with key leaders within government health agencies and senior staff on committees that affect health care legislation. Strong knowledge of health plan operations required. Must have knowledge of healthcare delivery as well as legislative and political landscape.
