AIR TECHNICIAN VACANCY ANNOUNCEMENT
AREA OF CONSIDERATION:
Area 1 = Permanent technicians Enlisted and Officers currently employed in the Puerto Rico Air National Guard.
Area 2 = Enlisted members and Officers of the Puerto Rico Air National Guard and personnel that meet all requirements to become an Airman or an Officer in the Puerto Rico Air National Guard. (This position requires Air National Guard membership).
First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
Note: Selectee must obtain a Tier 1, Security Fundamentals, and DoD Certifications within 12 months of the effective date of the personnel action. Failure to comply with those training requirements within the established time frame will be basis for removal from employment IAW TPR 715, Chapter 3 paragraph 3-2c, dated 13 Jul 07.
Relocation costs will not be authorized for Permanent Change of Station. Recruitment, Relocation or Retention allowance will not be paid.
This position is advertised against a valid authorization funded until 30 September 2013. If funds authorization becomes permanently available, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.
An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. Must be elegible for membership in the Puerto Rico Air National Guard. DUTIES:
The purpose of this position is to serve as the Wing Chief of Information Protection at Air National Guard installations. Administers the Information Protection (IP) Program to include protection from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to wing and command mission interests, national defense or national security. QUALIFICATIONS REQUIRED:

Applicant must possess more than THIRTY SIX (36) months of specialized experience performing or supervising duties such as working experience with a wide range of Security concepts, principles, and practices; analizing, and resolving difficult and complex security problems; applying security policy, procedures, techniques, equipment and methods to a variety of situations and various levels or degrees of security controls; implementing and administering security programs; working experience of security classification methods, concepts and eligibility for access to classified or sensitive information.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of undergraduate study in an accredited college or university may be substituted at the rate of 30 semester hours for 12 months of specialized experience. The education must be directly related to the type of work of the position. Copy of student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
CONDITIONS OF EMPLOYMENT:
Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.
COMPATIBLE MILITARY ASSIGNMENT:
- Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.
- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).
- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.
- Possess a SECRET security clearance and be able to acquire and maintain a TOP SECRET clearance.
- Possess or be able to acquire a Puerto Rico driver's license.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: AFSC 31PX, 14NXX, 3PXXX or 1NXXX.
Note: In order to be qualifies for above mentioned AFSC(s) you must comply with mandatory entry requirements contained in Air Force Manual AFMAN 36-2108, Enlisted Classification or AFMAN 36-2105, Officer Classification, as applicable.
Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
