The department of Finance and Administration has an outstanding opportunity for a TRANSPORTATION SERVICES SPECIALIST. The Transportation Services Specialist reports to the Business Services Manager and provides customer-focused operational and fiscal oversight of parking and transportation options, services, and facilities for students, faculty, staff and visitors of the Tacoma campus. The position is also responsible for assisting with the implementation of transportation demand policies and reporting the results of those efforts.

Specific responsibilities:

Parking Program Management
• Implement, communicate, and promote Transportation Program operations such as the acquisition and allocation of parking resources, parking enforcement, parking fees and fines, maintenance of parking facilities, maintenance of parking equipment and parking permit machines, and visitor/special event parking services.
• Manage parking permit sales, enforcement, and citation collections in partnership with Cashier's Office and contracted parking service companies
• Expand and continually improve comprehensive commuter services management processes and online tools
• Manage student workers tasked with supporting parking communication, sales, citations, and collections
• Monitor program fiscal performance and performance of contracted parking enforcement services
• Coordinate with UW Tacoma programs and units, contracted parking service providers, and community partners regarding parking for on- and off-campus special events and visitors to campus.
• Partner with Facilities Services and contracted parking providers to plan and implement signage, painting, and other maintenance projects for campus parking facilities
• Coordinate traffic control and related communications with Campus Safety and Security
• Coordinate with Facilities Services, Campus Safety, contracted parking service partners, and community partners to ensure that all on- and off-campus parking resources used by students, faculty, staff, and visitors meet University of Washington standards for safety and accessibility
• Lead community input programs to make updates to Washington Administrative Code necessary to streamline campus parking rules and build a self-sustaining revenue stream
• Collect and analyze data to measure performance against defined metrics

Transportation Program Management
• Serve as the UW Tacoma Employee Transportation Coordinator (ETC). Oversee the ORCA powered UPASS program for campus which includes communication, promotion, and surveying constituents
• Ensure that state-required Commute Trip Reduction (CTR) and other transportation surveys, quarterly reporting, and grant reporting are completed in a timely manner
• Collect and analyze data to measure program performance against defined metrics
• Serve as UW Tacoma liaison and administrative lead for Campus ZipCar Program
• Collaborate with local/regional transportation agencies to boost non-SOV travel to and from campus

Motor Pool Program Management
• Implement, communicate, and promote Motor Pool operations including training requirements, reservation processes, annual service and rate changes, and billing processes
• Ensure compliance with University and State requirements and legislation regarding approved use of and required training for the operation of state-owned vehicles
• Continually improve Motor Pool processes and web presence
• Complete required annual rate requests and quarterly financial reports
• Collect and analyze data to measure program performance against defined metrics

Other Duties As Assigned

Requirements:

Bachelor's degree in Business Administration, Public Administration or related field and at least two years of Customer-focused project management, process improvement, and problem solving experience.

Fiscal and/or operational oversight in a transportation program, higher education auxiliary, or other self-sustaining public or private enterprise

Utilization of web-based and social media tools to enhance customer experience and increase operational efficiencies

Marketing and communications experience; Excellent oral and written communication skills

Experience working cooperatively and effectively with diverse constituencies; Ability to engage a complex organization as well as external public and private partners.

Experience using MS Office Suite software.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Desired:

Experience leading a self-sustaining transportation program, higher education auxiliary, or other public or private enterprise

Training in or experience implementing Transportation Demand Strategies in an urban setting

Experience implementing process improvements in a rapidly changing environment; Formal training in Lean or other process improvement techniques
In-process or completed certification as a parking or auxiliaries services professional (CAPP, CASP, etc.)

Post-graduate coursework or training in Business Administration, Public Administration, or related field

Condition of Employment:
