Minimum Requirements:
Bachelor of Science degree in Civil, Water Resources, or Environmental Engineering, or related field.

Experience: 7 years, with expertise in hydrology, hydraulics, and floodplain mapping. 5+ years of experience in FEMA’s National Flood Insurance Program. 3+ years of experience in project management. 3+ years of experience in staff development and management. This position requires the successful completion of the URS Project Management Certification program within 6 months of hire.

Certifications: Certified Floodplain Manager certification is required within first year of employment.

Ideal candidate is a successful project and staff manager with business development expertise, who has a strong work ethic, takes ownership of tasks, follows tasks through to completion, has good communication and listening skills, understands the importance of team collaboration, and has a high attention to serving clients, providing quality work products and meeting schedule.

Software requirements: Minimum software skills include Microsoft Project , Microsoft Office ( Word, Excel, and Power Point), AutoCAD or Microstation, ArcGIS, HEC-RAS, and HEC-HMS. Additional software skills considered a plus are WISE, FLO-2D, NFF, PeakFQ, , FlowMaster, CulvertMaster, StormCAD, and PondPack.

This position is for a management and technical expert with responsibilities to focus on project management and staff development as well as the preparation of complex technical assignments supporting the URS FEMA practice, and to further advance the company's floodplain and stormwater management practice.

The candidate will:
  • Provide project management and technical services to support FEMA and our other clients;
  • Successfully manage projects from project initiation through close out;
  • Manage the Risk Assessment Planning and Production (RAPP) Engineering team comprised of civil and water resource engineers;
  • Support development of staff by training and mentoring junior staff;
  • Conduct innovative business development and marketing activities to identify new opportunities to expand and diversify URS’ services to clients.
  • Present at local and national floodplain manager conferences;
  • Lead FEMA outreach meetings and interact with community officials;
  • Perform advanced H&H modeling and conduct technical reviews of advanced H&H models submitted to FEMA;
Provide guidance regarding FEMA’s Guidelines and Specifications for Flood Hazard Mapping Partners;
Provide hydrologic and hydraulic modeling expertise;
  • Support other departments within the Albuquerque office;
The candidate will have daily communication with the RAPP GIS Team Leader and the RAPP Department Leader and report directly to the RAPP Department Leader. Candidate will be key in decision making and developing and implementing new methodologies for increased efficiency as well as marketing and business development activities
