Responsible position that manages the SCADA network for the Utilities Division’s water, wastewater and reclaimed water systems, including planning, evaluation, implementation and maintenance of SCADA network projects and components. Oversees staff responsible for installation, testing and repair of SCADA equipment. Develops and manages an annual operating budget. Work is performed under the general supervision of the Community Investment Program Manager.
This position provides SCADA-related planning, engineering, technical, project management, supervisory, and administrative support to the Utilities CIP Manager and Operations staff. Prepares/oversees development of SCADA master plans for the Utilities Division. Develops and manages an annual operating budget for SCADA-related improvements. Attends and participates in organization strategic planning and improvements activities, including budget planning.
Coordinates with Operations staff on SCADA management. Manages , supervises, and oversees the installation, testing, and repair of SCADA equipment for network and maintains documentation of SCADA system. Monitors system performance and maintains continued reliability of overall SCADA system. Reports and maintains SCADA system history by back-up of all SCADA data monthly. Evaluates and upgrades existing SCADA system database and graphical user interface.
Configures and installs RTU and SCADA system database to add or remove instrumentation to include upgrades to PLC software/firmware to latest versions. Configures and installs Windows 2003/2008, VPN, firewall and switches for SCADA networks and modifies PLC logic. Plans, programs and troubleshoots telemetry functions. Configures and installs HMI software for various applications, including iFix, VTS and Hach WIMS. Upgrades SCADA HMI software and hardware platform to latest versions and models. Designs and implements reports derived from SCADA system database. Supports communications protocols such as the 800 MHz trunking system, 5.8 MHz and 900 MHz communication systems, microwave and TCP/IP. Supports other applications such as SQL and MYSQL.
This position oversees the activities of outside consultants and contractors related to SCADA design, implementation, and maintenance, including the preparation of requests for proposal for SCADA-related services. Additionally, this position reviews invoices for services performed by consultants and contractors to determine if those services have been performed, as required, prior to submitting for payment authorization.
Reviews reports, plans, technical specifications, cost estimates and shop drawings related to SCADA and I&C design for capital projects to ensure compliance with Utilities standards. Provides technical support to staff, including training as required to update staff on SCADA system updates and improvements. Attends meetings, conferences, and conventions to maintain a relevant knowledge of SCADA systems.
This position will perform additional related duties as required by the Utilities CIP Manager.
KNOWLEDGE, ABILITIES AND SKILLS
This position requires knowledge of concepts, terminology, principles, and analytical techniques associated with SCADA networks. Involves work governed by broad instructions, objectives and policies with frequently changing conditions and problems requiring independent judgment in applying facts and principles and in developing approaches to resolve problems.
This position requires the ability to evaluate data and information, including the ability to audit, deduce, assess, conclude and recommend. Maintains knowledge of current and changing regulations affecting SCADA networks. Requires ability to read a variety of regulations, manuals, technical reports, computer manuals, laboratory reports, and equipment manuals. Be able to read and understand construction drawings, including P&IDs, electrical circuitry one-line drawings, and other types of construction documents related to SCADA systems.
This position requires the ability to plan, organize and coordinate capital projects related to SCADA systems; ability to develop scopes for work and services and oversee contracts and consultant/contractor work; ability to review reports, plans and specifications; ability to provide technical support to staff; and ability to communicate effectively in both verbal and written forms to both technical and non-technical audiences.
This position requires a working knowledge of iFix, VT Scada, and Hack Wims HMI software platforms. Additional computer/supervisory control system knowledge and insight is highly beneficial. Must also have a working knowledge of GE RXI, GE Fanuc, Allen-Bradley, and MOSCAD Ace PLC’s. Experience with radio, microwave and PCP/IP communication protocols is highly desirable.
Ability to see, talk, ambulate independently, bend, stoop, sit, stand, drive, make written notations, and perform creative writing tasks; the ability to concentrate on detailed and sequential work tasks, to perform mathematical tasks and research, investigate, detect, inspect, verify and recommend solutions to recognize information or work and take remedial actions independently. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Requires the ability to differentiate colors and shades of color.
Graduate of an accredited four (4) year college or university with a degree in Engineering Computer Science or related field supplemented by five (5) to seven (7) years of pertinent, responsible experience including SCADA system planning, maintenance, project management, and network administration; which included one year of supervisory experience.
Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.
A comparable amount of training and related experience may be substituted for the minimum qualifications with the exception of the four (4) year college or university Engineering Computer Science or related degree.
Prefer applicants have five (5) to seven (7) years experience in SCADA system planning, maintenance, project management, and network administration.

WORK SCHEDULE: 8:00 a.m. - 5:00 p.m., Monday through Friday
HIRING RATE : $61,776.00 - $93,350.00 (Pay Grade 38)
