Director of Contracting
Bering Sea Group has an upcoming opening for a Director of Contracting. This is a regular fulltime position located in Anchorage, Alaska. The successful candidate will report to the Executive VP. Bering Sea Group offers a competitive salary and a comprehensive benefit package.
The position performs a variety of executive level responsibilities and must be adaptable to ever challenging and changing commercial and governmental contracting environment.
Ideal candidates will meet the following minimum requirements:
Possess a four-year degree (B.A or B.S. from an accredited university in business administration, management, finance or related field
Have a minimum of 10 years of documented experience managing Government and Commercial contracts with experience in all contract types (to include Cost Plus; Firm Fixed Price; Fixed Unit Price; IDIQ; T&M; etc.)
Documented experience in the Federal procurement process and the preparation of proposals
Ability to research, interpret and analyze Federal regulations (to include, but not limited to: FAR; CAS; SCA; DBA, etc.) with minimal oversight
Candidate must possess highly developed time-management, task prioritization, and problem resolution skills
Candidate must be capable of writing clear and comprehensive correspondence, documents and/or reports based on business related data derived from numerous sources
Candidate must be proficient in 'cradle-to-grave' contract administration with documented experience in contract award and change order negotiations
Candidate must have documented experience in maintaining all federal registrations (CCR, ORCA, etc.) and reporting of contract compliance mandates (contract manpower and other sub-contract reporting requirements)
Candidate must have effective written and verbal communication skills and demonstrated proficiency in multiple computer software programs (Microsoft Word, Excel, ACCESS, PowerPoint, etc.)
Essential Functions and duties:
Generate, review and maintain documents and records pertaining to all aspects of the contracting process
Serve as principle interface with customers and suppliers for all contractual matters
Serve as primary support to the Director of Finance on all issues related to contract payment (aging receivable, billings, etc.)
Coordinate with accounting staff on all new and modified contracts from award to close out
Provide general oversight of the purchasing process to include vendor identification, fair and reasonable pricing determinations, product or service delivery, payment processing and vendor evaluations
Manage the subcontracting process to include development of RFQs, prequalification, evaluation, award and generation of subcontract agreements
Serve as QC for all contractual documents for operation of current and/or in-processing of new projects
Coordinate formal job close-outs, processing of releases, collection and maintenance of records according to Corporate Document Retention Schedules
Coordinate business development to include identification of potential new projects and coordination of the bid/no-bid determination process
Update and maintain corporate contracting library with current federal/state and corporate regulations and policies
