The person in this position is responsible for the examination of all specifications, blueprints, and plans for construction, remodeling, demolition, and repair to ensure they are in compliance with city, country, state, and Federal code and regulations relating to the electrical phase of building construction and use. Work is performed under the general direction of the Chief Plumbing Inspector.

Functions & Duties:
As Plumbing Plans Examiner:
Performs tasks outlined below under the direction of the Building Official, within the defined political boundaries of the City of Parkland, or other areas only as permitted by interlocal agreement.
May, under direction of the building official, fulfill the duties of the Chief Plumbing Inspector during the absence of the Chief Plumbing Inspector
Examines all specifications, blueprints, and plans of plumbing installations, remodeling, removal, and repair to ensure they are in compliance with city, country, state, and Federal code and regulations.
Prepares comments on plans found to be deficient, based on code, and ensures completion of corrections prior to approval.
Maintains records of plumbing plan review and completes related reports through the use of the computer.
May perform inspections of plumbing installations, including work and materials, used in installing or extending a system installed in new construction, additions, alterations, or repairs to existing systems.
Assists in resolving problems or answering questions by interaction with contractors, owners, builders, electricians, Building Official, inspectors, etc.
Assists in the investigation of complaints of defective plumbing installations which are reported as fire and other hazards.
Attends training classes, meetings, and seminars in order to maintain certification.
Provides ideas and suggestions for the improvement of plan review and department processes.
Participates with all staff members in pre-hurricane preparations and post-storm recovery efforts.
Performs other duties that may be assigned.

Qualifications & Competencies:
EDUCATION / CERTIFICATION:
Graduation from high school or possession of an acceptable equivalency diploma.
Must be able to meet the certification requirements of the Broward County Board of Rules and Appeals as found in Chapter 1 of the Broward County Administrative Provisions of the Florida Building Code.
Certified or able to be certified by the Building Code Administrators and Inspectors Board, State of Florida, in the category sought. REQUIRED KNOWLEDGE:

Advanced knowledge of computer and technical skills including mathematics with the use of complex drawings, specifications, charts, tables, and various types of precision measuring instruments.
Thorough knowledge of the principles, practices, methods, and materials involved in designing, constructing and installing a variety of plumbing systems and equipment.
Thorough knowledge of the Florida Building Code, NFPA Standards, NRTL acceptance programs, and general construction codes.
Knowledge of OSHA standards, rules, and regulations. EXPERIENCE REQUIRED:

Possess a valid state of Florida driver’s license with an acceptable driving record.

SKILLS / ABILITIES:
Ability to take direction from supervisors and implement plans, policies, and practices as directed.
Ability to refine existing planning and building practices to improve both quality and quantity of work output.
Skill in applying knowledge of the Florida Building Code, and all other applicable codes.
Ability to communicate orally and in writing in order to prepare reports and maintain records.
Ability to read and interpret construction plans, specifications, blueprints, engineering, and to determine deviation from plan during the construction process.
Ability to make decisions, recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems.
Ability to read and interpret plumbing plans and specifications; ability to read, understand and explain codes, ordinances, and regulations.
Ability to research code and standards effectively.
Ability to plan and organize work load and to adjust assignments when necessary.
Ability to enforce codes and regulations firmly, tactfully, and impartially.
Ability to detect and locate defective plumbing systems.
Ability to perform on-site inspections which may require access where limited space is available.
Ability to follow oral and written assignments and to ascertain facts through investigation.
Ability to maintain records and prepare reports.
Ability to consult with building owners, contractors, crafts persons, and others in interpreting and securing compliance with the code.
Ability to establish and maintain effective working relationships with employees, other departments, officials and the public.

Working Conditions:
The work environment is inside an air conditioned office, but requires frequent trips outside City buildings to construction sites.
The employee is frequently required to sit, stand, bend, stoop, talk, and hear.
The employee is required to walk, use hands to operate, finger, handle or feel objects or controls, reach with hands and arms, and safely use a ladder.
The employee is required to conduct field visits on a regular basis; exposure to the hot sun and outdoor elements will occur.
