The mission of EERE is to strengthen America's energy security, environmental quality, and economic vitality through public-private partnerships that (1) promote energy efficiency and productivity, (2) bring clean, reliable, and affordable energy technologies to the marketplace; and (3) make a difference in the everyday lives of Americans by enhancing their energy choices and their quality of life. The Office formulates and directs programs designed to increase the production and utilization of renewable energy and improve energy efficiency through support of research, development, and technology transfer. It also has responsibility for administering statutorily mandated assistance programs. Additionally, EERE brings an outside focus to bear in renewable energy and energy efficiency issues by involving external constituencies.

Commercialization Program Planning, Development, and Execution (40%)
Conceives plans, develops, and executes an EERE/DOE national program for accelerating the movement of energy efficiency and renewable energy technologies into the market place, including initiatives that seek to bridge the gap between technology development and commercialization. Also works across EERE to develop both cross-cutting and specific commercialization goals that use meaningful program/project impact metrics to track progress and evaluate effectiveness of EERE initiatives and support DOE and Administration goals, providing various scenarios for engagement based on different funding levels, partnership mechanisms, and estimated risks and impacts.
Works closely with industry leaders to facilitate relationships between public and potential clean energy entrepreneurs through such activities as the National Clean Energy Business Plan Competition, the Energy Innovation Portal, and other clean energy commercialization initiatives to include potential market opportunities that are aligned with DOE priorities. Uses state-of-the-art technologies and disruptive capabilities to attract innovation, creativity and new thinking in the clean energy domain.
Advice and Support EERE to Programs (25%)
Provides senior level advice and guidance, and support to EERE technology programs and coordinates with them to track all EERE commercialization efforts and meaningfully assess impact. Advises on scheduling, milestones, deliverables, budgetary and resource requirements, whether or not broad commercialization objectives are being met, and the need for program adjustments. Works with Strategic Programs’ Policy and Analysis team to lead vigorous program evaluation and make recommendations on changes in policy to senior management based upon program experience and performance
Government-wide Authority and Expert in Commercialization (25%)
Serves as a government-wide recognized authority in commercialization of clean energy technologies and policies and moving new or developmental commercial products, services, and technologies into the market place.
Provides expert advice and consultation on commercialization to the EERE Technology to Market Director and other DOE senior management, Administration and Congressional leaders, and other senior-level decision-makers. Also serves as an expert interlocutor with State and local governments, business and industries specializing in clean energy technologies, national interest groups in EERE, and other stakeholders and engages partner networks regarding energy commercialization resources that have the potential of driving energy efficiency and renewable energy technologies.
Represents EERE on interagency working groups and at professional society meetings, industry conferences, and similar gatherings in and outside the Federal Government to present papers, make presentations, and convey status of EERE/DOE efforts in commercialization.
Commercialization Studies (10%)
Coordinates with technology programs and Strategic Programs’ Policy and Analysis team on multidisciplinary studies and analyses of specific EERE technologies to assess whether or not they are candidates for commercialization and the “path forward” for commercialization. Plans, coordinates, organizes, and leads EERE/DOE study team efforts in such activities as determination of objective(s), analytical tools and methods to be used, data collection and analysis, development and consolidation of findings and recommendations into a completed product (e.g., evaluation report, proposed changes in legislation or regulations), and briefing findings and recommendations to senior EERE/DOE management and/or Administration leaders and Congressional staff.

SPECIALIZED EXPERIENCE: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the next lower-grade level:
(GS-15 Level) Experience in clean energy technology development and commercialization process at a company or institution involved in clean energy innovation and experience communicating the mission, visions, and accomplishments of an organization to various audiences and the public.
Examples of qualifying experience include: experience in creating and growing new clean energy initiatives and obtaining financing through venture capital or investment institutions, etc.
The following Knowledge, Skills, Abilities and Other characteristics (KSAOs) are required for this position:
1.Mastery of the principles, theories, and practices of energy technology (or related technology) commercialization, within the field of clean energy, or alternative energy source business and industry, such as in structuring an initiative to move new or developmental commercial energy-related products, services, or technologies into the marketplace. Expert knowledge and skills sufficient to generate and apply new hypotheses in clean energy technology development and commercialization process at a company or institution involved in clean energy innovation, and preferably, in creating and growing new clean energy companies at venture capital or investment institutions. Such concept development and methods of implementation may require new legislation or regulation for nationwide execution.
2. Mastery of technical and administrative marketing/industry skills to develop or materially redesign broad and complex DOE programs, policies and approaches relating to the commercialization of clean energy technologies.
3. Expert knowledge of clean energy or alternative energy source business and industry, and particularly commercialization, sufficient (1) to assist EERE leadership in developing and leading policy proposals pertaining to commercialization during the executive and/ or legislative decision making process; and, (2) to serve as a government-wide expert in commercialization of clean energy initiatives and be recognized by principals in the Federal decision-making process such as Members of Congress and Congressional committee staff, high-ranking appointed officials in the executive and legislative branches, high-ranking officials in State governments, public interest groups, and other commercialization policy experts in the Federal community.
4. Considerable knowledge of the university/national laboratory research process and cultures, and general knowledge of the mission and programs managed by the Office of Energy Efficiency and Renewable Energy.
5. skill in oral and written communication sufficient to develop and deliver presentations at meetings and workshops with senior DOE, industry, and university leaders, as well as conferences, interagency working groups, professional society meetings, and similar gatherings.
6. Skill in project management to direct analytical studies and reviews and study team members.
There is no educational substitution for specialized experience at the GS-15 level.
