Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services, decrease youth unemployment and mitigate gender based violence. The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, Child Protection, Youth and Women’s Protection and Empowerment programming. IRC operates projects in Freetown, Kambia, Bo, Kenema, Kono and Kailahun Districts and has a Country Program office in Freetown, a regional Field Office in Kenema, a Field Office in Kono and a Satellite Office in Kailahun.
The IRC is seeking an immediate Short-Term CYPD Coordinator to lead the program for the period of 3 months with the possibility of extension. The outgoing CYPD Coordinator will be in-country with IRC to provide support as needed, but this Short-Term position would be ultimately responsible to oversee the current Education and Child Protection programs until the new CYPD Coordinator has been fully recruited.
Project Specific Outputs
- Ensure spending and program implementation is on-track for all Education and Child Protection programs, including those of implementing partners;
- Coordinate and contribute to the writing of the donor reports for submission to the Grants Manager;
- Work closely with the Education Technical Advisor to develop a TOR for the development of an upper grade assessment which will be conducted in May 2013;
- Support the Senior Education Manager, program manager and M&E manager in the start-up of a new Girls’ Education project. This includes, but is not limited to, ensuring recruitment for field officer positions is on track and participate in start-up meetings and workshops with Plan and consortium;
- Ensure that recruitment for program staff for the new ISIS Education Consortium is ongoing in February and other start-up activities are on track according to workplan;
- Participate in ISIS inception meetings of during February and start-up meetings/workshops in March (and thereafter until this TOR is complete) and ensure IRC is on track according to workplans and spending; and
- Communicate and seek technical advice from CP Technical Advisor –UK and Education Technical Advisor-NY as needed.
Coordination & Representation
The Short-Term Coordinator will need to continue to maintain relationships with a wide network of partners and stakeholders throughout this TOR. Key responsibilities include:
- Participate in the Child Protection Committee meeting (if scheduled during this TOR);
- Participate in the TWG for Child Protection Policy (group meets 2 times a month) and follow up on any assignments for which they are delegated/volunteered);
- Participate in Education Stakeholders meeting and Technical Advisory committee for Teacher Training or coordinate with Senior Education Manager to do so (if scheduled during this TOR);
- Represent IRC country program in the ISIS Education Consortium as needed ; and
- Represent IRC country program in the GEC Education Consortium as needed.
The Short-Term Coordinator will have managerial responsibilities as follows:
- Directly supervise 6 managers. These include: Senior Education Manager, LWOL Manager, GEC Manager, M&E and Learning Manager, Child Protection Manager and ISIS Manager. The CYPD team currently has a staff of 27 and will grow to 56 during the life of this TOR. Short-Term Coordinator will need to support the program managers in developing monitoring plans and stay on track with performance evaluations and annual leave plans;
- Review and provide feedback to managers’ monthly reports which are submitted by the first Friday of every month;
- Maintain ongoing communication throughout the week as needed with managers through phone calls, texts, skype, and emails;
- Conduct at least one field monitoring visit;
- Manage the ongoing work of and communication with 4 international consultants; and
- Manage relations and work of implementing partners.
- A degree in education, social sciences, international development, or a related field
- Experience within the CYPD department is highly preferred
- International experience and in African in preference
- Minimum of 3 years of management experience
- Demonstrated ability to implement projects with multiple implementing partners
- Demonstrated ability to manage multiple budgets
- Proven sound judgment and decision-making skills
- Computer skills in MS Office (Word, Excel, Access, Outlook)
- Excellent written and oral English
