Food Distribution Division operates two warehouses and distributes USDA Commodity foods to schools, food banks, soup kitchens, prisons, and other charitable non-profit agencies. The majority of business functions of the Division are supported by a private DOTNET Web Application (FDTS). Duties involve modifying and enhancing program code of the division’s FDTS web application, in projects of a defined/limited scope, using MS Visual Studio. Position will determine the logical flow of application enhancements and develop program code; work directly with clients to determine specifications for enhancements; development, installation, and modification of programming on a windows server and SQL server platforms. Position also involves reviewing reports, orders and assisting division users troubleshoot problems with connectivity, placing orders, etc. On USDA web portal web based supply chain management system (WBSCM). This position also involves troubleshooting problems that users have with their computer hardware, software, and smart phones including email, desktop office applications, network connections, wireless internet, etc. duties also include update of the division’s public information web pages, writing documentation, creation of small ms access applications, installing equipment, and other tasks. Position requires occasional travel to other locations.
Selected applicant will be subject to a driver’s license and reference check.
Knowledge, Skills and Abilities / Competencies: Required Competencies: technical knowledge of visual basic dotnet (VB.NET), or c#, or java. Knowledge of html. Knowledge of and demonstrated use of troubleshooting procedures to help users with problems with their email, spreadsheets, word processing, desktop database, network connections, and hardware problems typically dealt with in a help desk or user support role. Thorough knowledge of Microsoft access, word, power point and excel. Technical knowledge of adobe contribute or othe web page design tool. Ability to set priorities and know when priorities need to be adjusted. Ability to work independently without close supervision. Good communication skills to determine client needs. Preference is for candidate with experience in VB.NET, ASP.NET, Crystal Reports, SQL, and web design is highly desirable.
Minimum Education and Experience Requirements:
Associate's degree in computer programming; or bachelor's degree with nine credit hours in programming; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Food Distribution has a career-banded compensation plan, which encourages and rewards competency development. Recruitment for this position will target the Journey level of the Business &Technology Applications Technician class. Salary will be commensurate with the applicant’s competencies, as well as, the budget, equity, and market conditions. For current state employees during the implementation phase of career-banding, this position is considered to be equivalent to salary grade 69. ** If no qualified applicants apply who meet the required competencies/training/experience requirements, management may consider candidates at the contributing level. **NOTE: Career-Banded position. To minimally qualify, applicants must meet the training and experience requirements and required competencies. Competencies must be listed on the state application to receive appropriate credit.
