ROLE The Manager – US Benefits will be responsible for:
·
The successful operation of CN’s US Benefit Service Center, which provides customer service and benefits administration to CN’s US population of 7,000 employees.
·
Vendor management and plan administration for CN’s active and retiree medical, dental, vision, disability and life insurance plans.
·
Management of CN’s active and retiree VEBA Trust Accounts.
·
Generating innovative ideas on benefit design, employee communications and cost management.
Specifically:
·


Ensure the Benefit Service Center provides high-quality customer service to the employee population.
·
Handle escalated issues from Benefits Administrators.
·
Propose new administrative procedures to streamline and add efficiencies and automation to administration processes.
·
Manage benefit plan set up and employee level benefit data in SAP,
·
Manage data entry processes and quality control.
·
Ensure the benefits-related processes and policies are well documented and updated as necessary to support efficient department operations and ensure compliance with applicable laws and regulations.
·
Oversee the payment and reporting of Health and Welfare expenditures in CN’s VEBA Trust
·
Assist with negotiations for contract renewals and service agreements with all external Health & Welfare vendors.
·
Manage vendor relationships ensuring cost-effective and high-performance results.
·
Develop and review effective benefits communication pieces
·
Provides advice and training to other member of HR on employee benefit matters.
·
Partner with Labor Relations on implementation of collectively bargained benefits
·
Contribute to the preparation and execution of benefit plan documentation and amendments
·
Collaborates with Benefits Manager, Human Resources and Legal on complex issues.
·
Manage benefit offerings and administration for complex cross-border employees
·
Assist with the completion of timely and accurate determination and reporting of CN’s Post-employment and Post-retirement benefit liabilities (FAS 112 and FAS 106)
Act as the project manager for key projects:
·


Annual benefit enrollment process
·
Annual benefit rating exercise for active and retiree benefit plans
·
Annual distribution of required documents
·
Annual data gathering for the yearly FAS112 and FAS 106 valuations as the yearly benefit rating exercise.
·
Annual Benefit Plan Audits for the Active and Retiree VEBA trust accounts, and the Railroad Employee’s National Health & Welfare Plan.
·
Medical Part D Subsidy
·
Non-Discrimination Testing
EDUCATION OR EQUIVALENT KNOWLEDGE AND EXPERIENCE Education
·


Bachelor’s degree in Human Resources or related field

Job Requirements:
·


Minimum of 5 years of experience in Human Resources in positions of increasing responsibility
·

Minimum of 2 year of experience in a managerial capacity
·
Experience in managing benefit plan administration
·
Strong functional knowledge of benefit plan and applicable laws and regulations
·
Experience supporting a union environment (preferable but not required)
·
Experience with administration of benefit costs through a VEBA trust
·
Knowledge of benefit design and administration
·
Knowledge of SAP Benefits Administration module or equivalent ERP system
·
Knowledge of Microsoft Office Suite
