Duty Location: JFHQ-PR, United States Property and Fiscal Office (USPFO), Fort Buchanan, PR


Area 1 = Permanent technicians Enlisted and Warrant Officers currently employed in the Puerto Rico Army National Guard.

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

Relocation costs will not be authorized for Permanent Change of Station. Recruitment, Relocation or Retention allowance will not be paid.


United States citizenship is required.

Must be a permanent technician currently employed in the PRARNG.

The purpose of this position is to serve as Property Book Officer and be responsible for the management of organizational property accounts. Supervises subordinates performing supply work. Responsible for the property book operations of the organization in the areas of inventory management, storage management, equipment coordination an supply management. Maintains property book accountability utilizing an automated system and related computer programs to account for property. Establishes quality edit procedures and oversees the edit of all documents.

National Guard military (part-time) service is considered as full-time experience when evaluated against the qualification requirements. The applicant is credited with actual number of months the member has been in the National Guard provided such service is related to the position to be filled.

Experience in clerical or office work such as maintaining records; screening, reviewing, and verifying documents; searching for and compiling information and data; or work involved in the physical handling of supplies and equipment provided this gave the candidate some general knowledge of supply transactions and regulations, procedures, identification codes, etc.

Applicant must possess more than TWENTY FOUR (24) months of specialized experience performing or supervising duties that involve property book operations in the areas of inventory, storage and supply management and equipment coordination; establishing hand receipt files, assuring that all authorized property is on hand or has been requisitioned; coordinating the assignment and transfer of equipment assests; reviewing reports of survey to determine accountability; reviewing and analyzing listings and reports produced by an automated system to resolve problems on error listings and provide guidance to assigned personnel; procesisng backorder reconciliations and equipment status profiles.

Completion of 4 academic years of education in business or administration in an accredited college or university may be substituted for 9 months of the specialized experience. Appropriate military training courses will be credited on a month for month basis. Copy of student transcripts or training certificates must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the OF 612 or Resume.

Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.

  • Proper protective equipment must be used to comply with safety standards.
  • Acceptance of the position constitutes concurrence to wear the appropriate military uniform.
  • Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: WMOS 011A, 882A, 890A, 913A, 914A, 915E, 920A/B, 922A, 923A; ECMF 91, EMOS 36B, 51C, 74B, 88M/N, 89A/B, or 92A/F/G/Y.
Individual selected for this position that is not qualified in one of the mentioned MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
