This position is located in the Naval Surface Warfare Center, Carderock Division, Administrative Office of the Signatures Department. The incumbent is responsible for supporting the Administrative Office and the Department Head by performing administrative and procedural duties related to human resources, training, time keeping, travel, facilities/space functions, security and budget. This position is fast paced and the incumbent must be able to multi task several projects at a time.

DUTIES:
Establish, maintain and monitor databases and spreadsheets to track various programs.

Respond to requests for information.

Prepare statistical reports.

Create and edit documents in the Microsoft Office Suite of applications.

QUALIFICATIONS REQUIRED:
ELIGIBILITY:
Recent graduates who have completed within the previous two years, or will complete within nine months, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

TRAINING AND DEVELOPMENT:
  • Orientation program
  • Mentorship throughout the Program.
  • Individual Development Plan to assist with career planning, professional development, and training activities.
  • At least 40 hours of formal, interactive training each year of the Program.
  • Positions may offer opportunity for career advancement.
AFTER PROGRAM COMPLETION:
Recent Graduates may be converted to a permanent position (or, in some limited circumstances a term appointment lasting 1-4 years).

To be eligible for conversion, Recent Graduates must have:
  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrated successful job performance.
  • Met the qualifications for the position to which the Recent Graduate will be converted.
QUALIFYING EDUCATION:
In addition to meeting the eligibility requirements for the Pathways Recent Graduate Program, you must also meet the requirements for the position. To qualify for this vacancy you must have successfully completed a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university;

OR

You must have 3 years of general experience. General experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:

Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;

Plan and organize work; and

Communicate effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. You will be rated on the extent and quality of your experience, education, and training relevant to the duties of the position based on the information provided in your resume, responses to the Occupational Questionnaire , and your supporting documentation, to determine your ability to demonstrate the following knowledge, skills and abilities/competencies:

Candidates who meet the basic qualification requirements for the vacancy will be rated according to the A-C-E Method. This means the candidates will be assigned to a pre-defined quality category based on their application responses to the occupational questionnaire. Candidates in the highest quality category will be referred to the hiring manager.
