MAJOR JOB DUTIES:
·

Formulates and develops communications security criteria and requirements for inclusion in mobility, contingency and exercise plans. Conducts problem analysis to identify trends, ineffective practices or procedures and equipment shortcomings.

·

Maintains accountability for sensitive cryptographic materials and related COMSEC information.

·

Manages and audits inventories base and tenant units COMSEC user’s materials holdings at required intervals.

·

System configuration and operation of the Local Management Device.

·

Initializes the system, performs system backups, determines operator access and controls functions (privilege management) reloads and configures the operating systems parameters.

·

Installs and oversees installation of local COMSEC account hardware and software, including training alternates in the AFEKMS operations.

·

Serves as the secure telephone element (STE) user representative for the base.

·

Completes UR registration and privilege forms and sends them to AFMKCA.

·

Establishes generic free form file identification information.

·

Provides Secure Voice Responsible Officers (SVRO) with applicable Secure Voice documents and any locally developed training materials for initial and annual training programs.

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent.

Specialized experience must include serving

as Communication Security (COMSEC) Technician providing tenant units and other government related/ sponsored activities with effective COMSEC material, support and training by practicing and ensuring the practice of national security objectives while complying with and ensuring the compliance of local standards.

OR

I have successfully completed a Ph.D., or equivalent doctoral degree or have successfully completed three full years of progressively higher level graduate education leading to such a degree or LL.M., related to the

position from an accredited university or college.

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-XX [insert appropriate grade level] or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a full range of IT COMSEC principles, concepts and methods.

2. Knowledge of IT INFOSEC security requirements for network operations and protocols, systems testing and evaluation and performance management methods sufficient to plan and conduct security reviews for install systems or networks and advise on new or revised security measures and countermeasures.

3. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources.

4. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.

5. Ability to communicate effectively, both orally and in writing.

6. Ability to develop and conduct training on communications and information security.

:

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS:
Work requires some physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching and recurring lifting of moderate heavy items weighing up to 50 pounds.

WORK ENVIRONMENT:
Work is performed in a typical office setting with adequate lightning, heating and ventilation. The work environment involves everyday risks.

Special safety precautions are not required.

OTHER SIGNIFICANT FATORS PERTAINING TO THIS POSITION:
The employee may be required to work other than normal duty hours, which may include evening, weekends, and or holidays.

Work may occasionally require travel away from normal duty station on military or commercial aircraft IAW Joint Travel regulations.

Recall to duty and overtime may be a requirement of this position.

Work may occasionally require travel away from normal duty station.

Overtime and/or emergency overtime may be required.

Incumbent must be able to obtain and maintain a Top Secret (TS) or TS/SCI (Special Compartmented Information) security clearance as required by duty location.
