DUTIES:
Fee Basis Orthopedic Surgeon

: Department of Veterans Affairs Medical Center, Syracuse, New York, has an opening for a part-time (per diem) fee basis Orthopedic Surgeon. Applicants must be board certified by the American Board of Orthopaedic Surgery. Applicants must possess a current and unrestricted license in any state and must qualify for an academic appointment at the SUNY Upstate Medical University. Responsibilities include on call coverage, resident supervision, and teaching, consultations, ward rounds, operative procedures, per/peri/post operative care coordination, medication administration, timely completion of electronic documentation and dictations. Under the fee-basis appointment, you will be covered by the Federal Employee's Compensation Act for job connected injury or illness, and you will be defended by the Federal Government against allegations of malpractice or negligence arising out of your VA duties. The fees you earn under this fee-basis appointment are not subject to any reduction if you are a civil service annuitant. However, any military retired or retainer pay received may be subject to reduction under 5 USC 5532. Your earnings under this fee-basis appointment will be subject to income tax withholding. This includes Federal and State income taxes, as well as, Old Age and Survivor's Disability Insurance (OSADI) and Medicare taxes. Service under this designation is not creditable for Federal Civil Service Retirement System (CSRS) or Federal Employees Retirement System (FERS) purposes. The VA will be responsible for the employer's contribution to these programs. Also, your fee will be paid to you through Direct Deposit/Electronic Funds Transfer (DD/EFT). Your total payments may not exceed $15,000 in a calendar year unless an exception to the annual limitation is approved by the Medical Center Director. As a condition of employment with the United States Government, you are required to complete an electronic background investigation questionnaire (known as e-QIP) through an internet-based system. Continued employment is contingent upon a favorably adjudicated criminal background check.

English Language Proficiency

Must be proficient in both spoken and written English.

Education

:

Doctor of Medicine degree of an equivalent degree resulting from a course of education in medicine or osteopathic medicine. (see questionnaire education factor for more specific education information).

Licensure and Registration

:

Current, full and unrestricted license to practice medicine or surgery in a State, Territory or Commonwealth of the United States or in the District of Columbia.

Board Certification

:

Board Certified by the American Board of Orthopaedic Surgery.

EDUCATION

: Approved schools are:
1. Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.

2. Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted.

3. Schools (including foreign schools) accepted by the licensing body of a State, Territory or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for the full and unrestricted licensure.
