Job Title: Project Manager

Job Summary: EMCOR Government Services has a need for a Project Manager in Washington, D.C. This position involves operations and maintenance planning, organizing, coordinating, directing and controlling all contract functions between EMCOR and our client. Oversees the contract budget; supervision of project personnel, watch engineers, repair and maintenance, and systematic inspection, planning, and accomplishing repairs to facilities.

Essential Duties and Responsibilities:
Fully responsible for the successful completion of all aspects of the assigned contract between EGS and the client.

Prepares quarterly financial forecasts and monthly updates. Ensures that the contract is managed in a manner that meets all contractual requirements and financial goals.

With the assistance of a Chief Engineer, leads a team of technical employees. Responsible for maintaining a strong, trained and disciplined workforce.

Evaluate and insure the efficient operation of the project, controlling operational expenses at a minimum level that is consistent with sound maintenance practices and contractual requirements.

Provide administrative and technical direction and supervision to staff in completing work assignments.

Supervise the negotiation and bids for minor construction and renovation contracts; and administer such contracts.

Discuss, plan and delegate major project assignments to supervisory staff; determine building and maintenance priorities that are of significant scope.

In consultation with the Director of Operations make recommendations concerning the hiring, promotion and termination of plant staff.

Advise, discuss and inform Client Facilities Staff members on physical plant matters and problem areas.

Ensures proper upkeep of facilities to include heating, ventilation, air conditioning, sanitation, general appearance of buildings and grounds and emergency situations affecting the facilities.

Coordinates purchase of necessary supplies, equipment and services from appropriate sources and maintains proper inventory control, maintenance and consumable supplies.

Maintains liaison with architects, engineers and contractors/ subcontractors engaged in renovation, or other major projects.

Maintains sufficient records, files, controls, procedures to insure management and work production.

Develop training sessions for employees.

Maintains a strong safety program

Ensures that all administrative employees follow the EGS Business System.

5 years of demonstrated experience (within the past 10 years) in leading facilities operations or maintenance of buildings greater than 400,000 sq ft.

The project manager shall meet at least 2 of the following minimum requirements:

Professional designations such as Real Property Administrator (RPA), or Facilities Management Administrator (FMA) from The Building Owners and Managers Institute (BOMI); or

Certified Property Manager (CPM) from The Institute of Real Estate Management (IREM); or

Certified Facilities Manager (CFM) from the International Facility Management Association (IFMA); or

College associates degree in building management, real property management, real estate management, or other degree in office building management or operations; or any four year degree; or a minimum of 10 years supportable building management experience.

Must have knowledge of submitting written proposals, scopes of work, scheduling and coordinating site contractors and other assigned personnel; a through understanding of preventive maintenance schedules and operations and the ability to meet demanding customer requirements.

Possess a thorough knowledge of the theory, principles, and practices of the field of facility management and an ability to plan, organize and execute various types of commercial facility management services and quality control plans.

Ability to work with the customer to find mutually satisfactory solutions to difficult issues. Ability to work with management systems and variety of skilled/unskilled, professional, administrative, and industry personnel.

Experience and knowledge of office administration, plant management, reporting, budgeting and control, and business operations, blueprints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance, purchasing, inventory control, fire, safety management, BOCA & OSHA codes.

General working knowledge of major facilities systems, e.g., RS Means, MAXIMO, acumen with Government contracting procedures.

Strong experience with Windows and MS Office

Demonstrated skill at developing and nurturing client relationships

Excellent communication skills – verbal and written
