NEW HAMPSHIRE NATIONAL GUARD
MILITARY INDEFINITE TECHNICIAN VACANCY ANNOUNCEMENT
This position is open to both Army and Air Officers.
NATIONAL GUARD MEMBERSHIP IS REQUIRED
THIS POSITION IS A TITLE 32 FEDERAL EXCEPTED TECHNICIAN POSITION. YOU MUST BE OR BECOME A MILITARY MEMBER IN THE NEW HAMPSHIRE NATIONAL GUARD.
Current technicians selected will retain the appointment status they are currently in. (i.e., Permanent or Indefinite). Individuals from Area II or Area III will be appointed Indefinite status. Conversion to permanent status may be accomplished without further competition.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military officer assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.
This position is located in the Joint Force Headquarters State (JFHQ-ST), Intelligence Directorate (J-2).

DEFINITION OF AREA(S) OF CONSIDERATION:
Area 1 = permanent or indefinite technicians currently employed with the New Hampshire National Guard. (this area includes NH National Guard AGRs who have USERRA rights back to a technician position).
Area 2 = AGRs, temporary technicians, or traditional/M-Day soldiers and airmen currently serving in the New Hampshire National Guard.
Area 3 = all individuals eligible for membership in the New Hampshire National Guard as a military member. Must be a member of the New Hampshire National Guard.
Must have, or be eligible for, OBR 35 or FA 34A OR 14NX AFSC.
Must possess or be able to obtain a Top Secret Security Clearance.
Must be able to do shift work when necessary.
The primary purpose of this position is to serve as the State Joint Director of Intelligence and Security, responsible for providing leadership and administrative control over the J-2 functions of the state. The incumbent serves as the principal staff officer and primary advisor to the Adjutant General, the Joint Director and Chief of Staff, for intelligence related matters to include, but not limited to joint intelligence policy and programs, current intelligence and foreign threat information, situational awareness during domestic response, intelligence oversight, as well as security related matters including personnel security, and information security, Further, is the program manager for interagency coordination for information sharing arrangements between JFHQ-ST and organizations such as State/Local Law Enforcement Agencies (LEA), State/Local Emergency Responders, NGB, and national level agencies involved in Homeland Security to include Department of Homeland Security (DHS) and the Federal Bureau Investigation (FBI).
MINIMUM REQUIREMENTS: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports.
Substitution of Education for Specialized Experience - A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position.
OTHER POSITION REQUIREMENTS :
Must obtain and maintain a Top Secret Security Clearance within one year.
Required to fly in military or commercial aircraft.
Must be available for shift work.
Must meet the qualification requirements for a primary MOS/AFSC as an Intelligence Officer within one year.
May be required to work uncommon tours on short notice.
Air Force AFSC requirements: Bachelor's Degree.

KSAs: (36 months experience which shows):
Knowledge of all state intelligence issues, support operations, and programs .
Ability to apply judgment; insight gained from experience and expertise to make accurate decisions on incomplete data and prepare accurate estimates and recommendations, often under conditions of urgency and high stress .
Ability to apply and understanding of political, military, economic affairs, and history.
Knowledge and understanding of different people and geographic areas, in order to forecast future intelligence data requirement and the situations where this data will be used in support of the mission given to State's units by theater commanders in varying regions of the world.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
Military Grades: Officer
Maximum Military Grades: 2LT/O1 to MAJ/O4

Compatible Military Assignments: Military Intelligence Branch 35 or FA 34A ; AFSC 14NX
OTHER PERTINENT DATA This vacancy will be processed in accordance with NHNG TPR 335 & Article 16 of the Labor Management Agreement. Military compatibility and grade inversion rules will be strictly adhered to. In order to comply with the NGB compatibility criteria, selected individual will be immediately assigned to compatible military assignment.
THE FILLING OF THIS POSITION IS SUBJECT TO THE AVAILABILITY OF MANPOWER SPACE.
Reimbursement for PERMANENT CHANGE OF STATION (PCS) expenses are not authorized
Selected individual must enroll in the Direct Deposit/Electronic Funds Transfer Program. The Federal Financial Management Act of 1994, SEC 402, Electronics Payments, requires direct deposit to a financial institution for all Federal wage or salary payments.
