DUTIES: Back to top The primary purpose of this position is to plan, implement, administer and advise on Education and Training Flight’s (ET&F) academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families. The incumbent of this position will also perform the following:
· Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/pr civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels.
· Serves as technical expert on variety of educational programs.
· Performs a variety of outreach and customer services duties, such as preparing and conducting briefings for groups or units to promote educational programs.
· Performs a variety of duties involving reports, testing, and special projects.

Specialized Experience: Must have one (1) Year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-07 grade level. Such experience is typically gained thru in depth knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes as well as variety of academic, occupational, vocational, and career development resources.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-07 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. (See positive education requirement per OPM Qualification Standards for General Schedule Positions).

2. Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community).

3. Ability to interpret agencies’ directives, instructions, and guidance and make local decisions and recommendations based on analysis.

4. Ability to gather, develop and analyze a variety of data and to make recommendations based on analysis.

5. Skill in conducting interviews and delivery of formal and informal presentations and briefings.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT :

1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

2. Personnel data to which the incumbent has access are controlled by the Privacy Act of 1974 and must be safeguarded appropriately.

3. May be required to obtain a security clearance.

4. May be required to work other than normal duty hours, which include evenings and weekends.

5. Assists in a variety of program areas as required to include Awards & Decorations, enlisted Specialty training, Military or Civilian Training, WAPS testing, PSM and UPRG Management.
