Human Resources Manager
The Human Resources Manager will manage the coordination of all areas of Human Resources with special detail to Staffing, Recruiting, Training and Development. In particular, you will manage recruitment, on-boarding and retention activities for the organization; which includes, but is not limited to, planning, organizing, developing, implementing, coordinating and directing those functions within all applicable federal, state and local laws. In addition you will research and develop training programs for the organization as well as develop methods and material for training staff and prepare curriculum such as lectures, ideas for group discussions, demonstrations and workshops. We will rely on you to manage the creation of strategic plans for recruitment and retention as well as, training and development and conduct and/or oversee all related activities to completion.
Plan, develop, organize, implement, direct and evaluate the recruitment, on-boarding and retention functions. Manage relationships with business partners and vendors in recruitment and retention outsourced support.
Develop and coordinate staffing strategies and implementation plans and programs to identify talent within and outside the corporation for positions of responsibility.
Identify appropriate and effective external sources for candidates for all levels within the company. Manage recruitment effort for all exempt, nonexempt and temporary employees; oversee new-employee orientation and on-boarding processes; monitor career-pathing programs, conduct employee relations counseling and exit interviewing.
Develop programs to allow the organization to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees.
Develop and coordinate human resource planning models to identify competency, knowledge and talent gaps and develop specific programs, including talent management through proper succession planning programs, training and development programs for management and staff and general business development programs to enhance employee knowledge and understanding of the business of the company and the industry.
Confer with managers, instructors or customer's representative to determine technical training needs.
Assign instructors to conduct technical training.
Schedule classes, based on availability of classrooms, equipment and instructors.
Evaluate technical training packages, including outline, text and handouts written by instructors.
Assign instructors to in-service or out-service training classes to learn new skills as needed.
Monitor budget to ensure training costs do not exceed allocated funds.
Write budget report listing training costs, such as instructors' wages and equipment costs, to justify expenditures.
Attend meetings and seminars to obtain information useful to technical training staff and to inform management of technical training programs and goals.
Monitor instructors during lectures and laboratory demonstrations to evaluate performance.
Develop and conduct technical training programs.
Establish credibility throughout the organization with management and employees in order to be an effective listener and problem solver of people issues.
Maintain knowledge of international HR policies, programs, laws and issues.
Understand the differences of domestic and international policies and programs and coordinate the integration of all such programs as they relate to recruitment and retention.
Recommend new approaches, policies and procedures to effect continual improvements in efficiency of recruitment and retention efforts.
Bachelors degree in a related field.
5+ years Human Resources experience with strategic and operational focus in recruitment and retention areas.
Stellar Microsoft Office skills.
Detail oriented, logical and methodological approach to problem solving.
Intelligent and articulate; able to relate to people at all levels of an organization, regulatory agencies, members of the business community and possess excellent oral and written communication skills. Ability to respond effectively to the most sensitive inquiries or complaints.
Ability to provide vision and leadership. Energetic, forward-thinking and creative with high ethical standards and an appropriate professional image.
Demonstrated capability to interface and maintain effective relationships with all departments and employees in a team-oriented environment.
A strategic planner with sound technical skills, analytical ability, good judgment and strong operational focus.
Ability to make effective and persuasive speeches and presentations on controversial or complex topics to employee groups, management at all levels of the company and occasionally to the Board and outside organizations.
A good educator who is trustworthy, willing to share information and serve as a mentor.
An excellent facilitator who is experienced in resolving conflicts between different parties in a dispute.
Decisive with a strategic focus as well as an operational, implementation and detail oriented perspective.
Ability to read, analyze and interpret the most complex human resource related documents, financial reports and legal documents.

Ability to make decisions, exhibit sound and accurate judgment and make timely decisions.

PHR, SPHR, or GPHR certification strongly preferred.
Experience with multi-site, multi-state, multi-functional organizations.
Experience in similar industry.
